Strange reasoning for not considering F-35, which is designed to be impervious to HQ-9s. Those same HQ-9s would mission kill MKI, Tejas, Typhoon and Rafale. An Air Force full of airplanes which are easily mission-killed by your adversary’s SAMs is no bargain, no matter how cheap the price.
