I think it is more a size/embedding issue. Dome looks pretty big, similar to Kuznetsov:

For recent events:
Under GOZ 2012, repairs are planned on several Su-27 and around ten MiG-29. In 2013, and 2014, the plan is about the same. By 2015 the repair rate is to grow to around 20 Su-27 and 20 MiG-29. For the next 5 years (starting in 2011),. the plant plans to repair 53 MiG-29, 38 Su-27, 85 L-39. Starting in 2014, the plant will repair Yak-130s as well.

Some time ago the RAF’s commander said that an average fighter exceeds the 2M speed just for a couple of minutes in its entire life. But this requires a significant strengthening of the aircrafts structure. As a consequence, the plane becomes heavier and the useful payload decreases.
Apparently, it’s a trade-off – a lower top speed in exchange for a lighter structure and a bigger payload.
Indeed. F-15 went through some difficulty to get that Mach 2.5 top speed, though with any kind of AAM load, it can’t go past Mach 2, making the capability worthless.
