If there is any kind of lift produced from those annular drums, then Im pretty sure it could be made to fly with modern technology. Although I don’t think it would fly well.
Its a 1908 Givaudan Annular “wing” flying contraption. However, this contraption was not a flying machine, even if Givaudan himself was wearing a pilots cap.
Not sure I would have recognised it from the pictures I could find online (in fact Im sure I wouldnt). Well done danaliflyer, it was a hard mystery.

Didn’t notice it before, but you are right: its not a big-ass bird.
If I have to take a wild guess, I’ll say its “The Swoose” as this B-17D was retrieved from Kingman air field in 1946. Later in the clip, there is a close up of “The Swoose” name-tag. She is now the only surviving shark-tale B-17.
