No I have not. What I HAVE been shown ignors THE most important point.

But 2 & 3 being true makes the selection matrix the Airbus product was placed as superior BOGUS & without merit.

The KC-767AT meet MORE requirements than the KC-30, was superior in MORE requirements AND not just MORE requirements but HIGHER VALUED requirements. But the KC-X Source Selection Team that & ‘selected’ the KC-30 on alternate critera (criteria directly contradictory to the criteria identified in the solicitation).

No, I have made my point that I am only interrested in the USAF getting the RIGHT tanker. The tanker it has asked for TWICE (three times if you include this 3rd round draft RFP for which the core requirements are essentially the same as round two but with a different means of evaluation for selecting the winner).

I have ALSO made it clear how disappointing it is that Airbus/EADS refuses to listen to what the USAF/DOD has been asking for & actually offer a competative platform enstead of continuing take advantage of the mess in order to ‘sell’ the USAF/DOD what Airbus/EADS wants to ‘sell’ them, ESPECIALLY given the fact that the USAF/DOD has already rejected it.

I have ALSO made the point that I believe (based on platforms known at this time) that Airbus actually will have what I believe to the best platform [A350-900R] for the KC-Y ‘large’ KC-10 replacement tanker. But who knows what will be available in 15 years…

Yes there is a new selection process & HOPEFULLY this time the proposals will be assessed on the relative merits of the proposals in accordance with the evaluation criteria identified in the solicitation. AND hopefully this time those who are in charge of the selection will listen to AMC tanker commanders (like John Handy & Stu Pugh) instead of bowing to political pressure.

Except for the minor fact that the Airbus was superior in all but two of the matrix where it drew and it wasn’t the Franken tanker that Boeing offered which clearly didn’t meet what was required!

As I said you are only interested in Boeing winning, you are a BOEING Kool Aid drinker (to use your tired term). For you Black is white and White is Black…I have no time for you your arguments are circular!

Funny, considering that the shape of the ship appears very Stealthy. Yet, the 76mm OTO doesn’t use a lower RCS Turret???

Maybe they are reusing older mounts, frankly whilst stealth is nice I doubt its a major issue for the Indonesian navy.

    1. No it is not.

    2. ‘select’ because the ‘selection’ was NOT made in accordance with the rules & criteria of the solicitation

    3. The GAO found that the KC-X Source Selection Team did not assess the relative merits of the proposals in accordance with the evaluation criteria identified in the solicitation. That DOES mean the ‘selection’ WAS wrong.

    1. Yes they did you have been repeatedly shown this with links to USAF officials who say they did.

    2. True

    3. True

But in respect of point two and three accross the rest of the selection matrix the Airbus product was placed as superior.

You have made your point you are only interested in Boeing winning…we understand! You are by definition a Boeing Kool Aid drinker.

There is a new selection process and an aircraft will be chosen be happy with that and stop dragging us all back to this circular argument!

The J-XX is likely to be a completely new design. Nothing to do with the J-10.

The latest indication is that the J-XX will be a brand new heavy fighter in the same class as the F-22.

Well from what we know J-XX appears to be two programs, a low risk development of the J-10 by 611 institute and a high risk all new design by 601 institute.

Any talk about upcoming flights of a next generation fighter by China is probably the low risk twin engine semi stealthy variant of the J-10 by 611 institute. I have a hunch it will be fairly similar to the Dassault Rafael if it is revealed.

I expect we won’t see 601’s airframe for a long time.

China has apparently developed a version of the Z-8 as an AEW platform.
perhaps for use on the PLAN’s new aircraft carrer, the ex-varyag

Well, I believe India only has one slip available to build a Carrier. So, considering the first Project 71 is under construction. Where would they build it???

Well the second Project 71 carrier is projected to leave the slip for 2017, thats eight years before Brazils stated OSD for Sao Paulo. Even if the Indian build for their new carriers slips that still gives a fair amount of leeway to the Indian yard.

Considering the deep refit she is going through and low use level of Sao Paulo a 2025 OSD is concievable even with her advanced age by then.

For that matter maybe Brazil should strike a deal with Argentine to get two carriers built which would give attractive cost savings for the new build.

Could a design like India’s forthcoming Project 71 Carriers. Be purchased at a reasonable price and constructed in a country like South Korea????

    Or why not India?

India is growing as a ship building nation, if you are buying a Project 71 variant you might as well get it from the Indian yard that has experience building them!

Remove the Ski jump and add two C13 catapault and arrester gear then you have a handy little carrier.

Is Pakistan going to have a probe fitted to the F-16s to allow refueling from the MIDAS?

Now that is the 64million dollar question! Considering that its now a factory option and you can have a fixed probe fitted to the CFT it makes a lot of sense for Pakistan to get some.

It doesn’t seem likely, and Indian defence negotiations can be very protracted, but there does seem to be merit to idea of disposing of an unaffordable “white elephant” to the Indians.

For the RN, a CV-F sale to India would be a win-win situation, as the export sale would not only solve the long term procurement budget issues, but would provide “political cover” for the financial and technical difficulties that are yet to come.

All millitary projects are “White elephant” until you actually NEED the capability! Have a look at a book about the Falklands war and you will find Hermes and Invincible were to be scrapped and sold on to Australia both considered white elephant in certain circles until things blew up in the South Atlantic!

Selling on PoW would be lose lose for the RN! Pushing up operating costs for QE and leaving a capability gap everytime she needs an overhaul…forget the tosh about the French loaning a carrier CDG is overworked as it is and when she is in overhaul guess what. NO CAPABILITY!

The UK needs the force projection capability given by both carriers and the protection they give to task forces especially when the UK has such a large Amphibious assault capability.

How much true this could be? Do we need a carrier like HMS QE? I think IAC-2 already underway.

MoD may sell aircraft carrier to India to limit cuts

Sale would leave Royal Navy with just one replacement

    http://www.guardian.co.uk/politics/2009/nov/15/mod-may-sell-carrier

The Observer, Sunday 15 November 2009

One of Britain’s new £2bn aircraft carriers could be sold off under cost-cutting plans being considered by the Ministry of Defence. India has lodged a firm expression of interest, the Observer has learned.

The sale of one of the two 65,000-tonne vessels would leave the Royal Navy with a single carrier and could force Britain to borrow from the French fleet, which itself has only one carrier and is reluctant to build more. Last summer the French president, Nicolas Sarkozy, proposed to Gordon Brown that the two navies co-ordinate maintenance and refitting so that one was at sea at all times.

According to senior defence sources, Whitehall officials are examining the feasibility of a sale as part of the strategic defence review that will start early next year and is expected to result in savage cuts.

The carrier programme has already been delayed by two years to push back spending commitments, which itself will end up costing the taxpayer more in the long run. BAE Systems began work in July on HMS Queen Elizabeth, which is due to come into service in 2016. Preparatory work on the Prince of Wales, due for launch in 2018, has also started. The two carriers will replace the ageing Invincible class and are three times the size.

There were fears that the government could scrap one altogether. But it is understood that the financial penalties would be prohibitive. About 10,000 jobs in Portsmouth, Barrow-in-Furness, Fife and Glasgow depend on the orders.

Probably speculative within the MOD rather then a real possibility, expect an anouncement from the Defence Secretary that there are no plans to sale PoW!

On a similar note I was rather angry that the recent issue of AFM printed the incorrect news story from the regular press (under the even more incorrect headline that the second carrier was being cancelled – despite the article itself saying it won’t be cancelled and used as a commando carrier) that the PoW won’t be fitted to take F35 when the real story is the aircraft order will be cut down to about fifty to go to the RN. Considering the standard airgroup was going to be around twelve then it would be possible to stand up F35 on both carriers if needed! Considering that the Defence secretary had already stated before AFM had gone to print that this story was wrong I hope it was AFM dropping the ball rather then playing politics!

I hate to say it as I regard him as a bit of an idiot but Karlo Kopp did a rather good report recently in AFM looking at the limitations of UAV’s.

One major conclusion bandwith and jamming is a big issue for UAV!

Also look at the recent American and British purchase of Beechcraft Kingair with “special fit”;)

    Ed,

yes, a real worry. A batch of Chinooks (but yes Nicolas – why not more Merlins?) would solve the heavy lift problem in Afghanistan, but what about all those smaller jobs where a Chinook is too much? They’re big, heavy, thirsty, noisy & immediately recognisable by their sound, as I was reminded at lunchtime today. There are many tasks where something smaller, lighter, cheaper to run, & quieter would be more suitable. Will we get enough of them? Or will we end up running our new Chinooks into the ground lifting small loads because there’s nothing smaller available to do it, since we cancelled them to pay for the Chinooks?

Well the Merlin that have operated in Iraq are going to go out to Afghanistan which will be a big help, there was a report recently about the training for Merlin crews.

As for more Chinooks for the RAF well its hardly any secret that the RAF loves the things so would happily take more, whilst the Merlin has prooven itself to be useful in RAF service I have a hunch that they won’t mind handing them over to the navy to replace the Sea King commando force if its a chance to get lots more Chinook.

The advantage for the navy is they end up with a two type force with Lynx/Wildcat and Merlin. Also the the ex RAF Merlin airframes maybe more suitable for conversion to AEW aircraft with the Searchwater 2000 and Cererberus mission system.

A very good thing if true, a decent alternative to the ‘Medium rotocraft programme’ after all I can’t see any real chance that a big batch of Merlins would be delivered to soon and blackhawks would add another type to the MOD fleet which wouldn’t really be ideal.

    Further details/speculation here:

    http://www.military-world.net/Afghanistan/2738.html

    This bit:

Sounds pretty interesting as it opens up the opportunity to replace the RN Seakings with aircraft the RAF have which are in turn replaced by new Chinnoks.

I’m curious about the reports statement that the UK would have to fight with the Pentagon to get these Chinooks off the Boeing line before the US.

A check of the Augusta Westland website shows we could get them new build from Italy as the agreement allowing licence production allows for sales to the UK:

Dokdo is the amphibious assault helicopter ship with only RAM for air-defense (and no phased-array radar of any type).

No phased array radar of any type?

Ummm well what is the Thales SMART-L doing on the back of her?

I think you will find that is very much a phased array…:p

Didn’t it mention WS-10 will be use in future..

I was talking about the interim engine to be used until the WS-10 variant is available.

Considering the development history of the WS-10 the interim engine could be in use for a long time.
