It looks like it was taken in the evening on an overcast day – the fact that the sky is not burnt out tells me that; the fact that we can see the basic shape of the airliner says it is not out of focus, just that the subject has moved and this is coupled with the fact that trail from the lights on the wing tips is not straight but off to one side implies operator movement too. Not sure I understand the question. But the Saudis have a lot of oil, the west needs a lot of oil, therefore the Saudis can do whatever they want to whoever they want, whenever they want, without the west being (officially) interested in any way, shape or form. Or maybe that is just the religious police who would happily build a huge wall around the country in order to keep the population (both their nationals and foreigners) under their thumb.
