Vikraal i think you’ll find it’s common practice for all militaries to purchase foreign items on a credit/long term finance basis. Even the mighty India operates on such a basis.

I think any enhanced co-operation between the RN and PN is excellent.

I think UK would be more keen on selling them to a country which can provide down payment of some sort and not ask for loans from all countries.

pakistan is one of many countries in bidding for it, early it was reported that a few european navys were intrested in 2 to 3 Type-23: NORFOLK, GRAFTON and MARLBOROUGH.

The link only says pakistan in interested in them and Uk is interested in selling them, not necessarily to pakistan. I though chile was interested in them?
