Denmark bolsters its Arctic claims by strengthening defenses in Greenland

Airfield facilities for the F-16 are few and far between on the massive island of Greenland.
While world attention is focused on Ukraine and Iraq, the nations surrounding the Arctic Circle have been quietly flexing their polar muscle.
Russia has revealed plans to re-open polar airfields and naval bases on remote islands, while Canada has used the summer light to train its troops in the region. For those two countries, exercises in the higher latitudes are fairly straightforward, with their significant air assets and—if necessary—limited land access.
But for Denmark, which is responsible for the defense of the world’s second-largest island, Greenland, Arctic operations are considerably more challenging. However, the Danish government is keen to exert its sovereignty as the ice retreats and the region becomes more accessible.
While Greenland is mostly autonomous, Denmark looks after the island’s foreign and defense policy, although its capabilities for the latter are limited partly because of the huge distance between them. The two capitals, Copenhagen and Nuuk, are 1,900 nm. apart.
Currently, the Danish air force carries out sovereignty patrols and fishery protection flights over Greenland for about two weeks every month, while Lockheed C-130J Hercules are deployed to support the Sirius Sledge Patrol, a Danish navy unit that works in pairs to enforce sovereignty in the vast national parks in the northeast of the island. The C-130 flights air drop supplies to the patrols, breaking the monotony of a lonely existence in the high north.

The extraordinary environment of Greenland makes for fantastic flying, but survival could be a challenge in the event of an ejection.
But Denmark now wants to enhance its capabilities in Greenland, to prove it can deliver more military assets to the island if needed, sending a significant message to other Arctic nations. Perhaps the most challenging of these demonstrations came in August, when it conducted a three-day-long deployment of three Royal Danish Air Force F-16 Fighting Falcons to Kangerlussuaq (Sondrestrom) airport in western Greenland—the first time the air arm had dispatched fighters to the country.
“This deployment uncovered a number of issues we need to address if we had to deploy the F-16 to Greenland,” said Maj. John Kristensen, deputy commander of 730 Esk and detachment commander for the deployment, speaking to Aviation Week at the Belgian Air Force airshow at Kleine Brogel Sept. 13.
The Danish air force already has hangarage and facilities at -Kangerlussuaq, which have mainly supported visits from the Hercules and Bombardier Challenger aircraft, never fighters.
“We had to deploy all the equipment for F-16 operations, emergency cables for the runways, and also bring our own liquid oxygen, as they do not produce that in Greenland,” he added.
Kristensen and his pilots also had to consider their survival. Extra layers of clothing were adopted, and operations—particularly over water, including a 700-mi. flight between Kangerlussuaq and the U.S. airbase at Thule—saw the F-16s escorted by a Challenger CL604 multi-mission aircraft fitted with satellite communications, something the F-16s did not have. The Challenger also has the ability to drop a life raft to a downed pilot, supporting him for up to 12 hr. until help—likely in the form of a nearby ship—can pick him up. Rescue by helicopter in the region is unlikely because of the huge distances involved.
Kristensen says there are now plans for a larger-scale exercise, which could see 6-8 F-16s deployed for 2-3 weeks sometime between spring and fall 2015. A key part of such a deployment will be to use the Litening G4 targeting pod to assist Danish cartographers to produce updated shipping charts for Greenland’s eastern coastline.
The Litening pods will use their geo-location capability to plot points along the coast that the mapmakers can combine with satellite imagery to produce more accurate charts This will improve safety for shipping along the eastern coastline, a key concern for Danish officials, as the number of cruise ships sailing Arctic waters increases every year.
Recogizing that a Challenger isn’t always available for missions in Greenland, officials are in the process of modifying the Hercules with a pylon that could carry an EO/IR camera or targeting pod, allowing the aircraft to conduct intelligence, surveillance and reconaissance missions. However Denmark’s four-strong Hercules fleet is already under pressure supporting deployments elsewhere, including in Mali. Operations to Greenland once represented 80% of the mission load of the Danish Hercules fleet, but in the early 2000s this fell to as low as 20%; this is now being re-balanced as the focus turns back to Greenland.
“Operations to Greenland are similar to distances to the southern Sahara,” says Col. Karsten Jensen, head of the Danish Transport Wing, speaking at the Military Airlift Conference in London Sept. 16.
“But this is a national mission on a strategic scale . . . there is appetite to do more of this and send a political signal,” he added.

Post 2020, the Danes and Norwegians will be starting deployments of the F-35 in the Arctic.
People who are frightfully upset about AFs having anything less than the latest and most expensive see no problem with planning that ensures that for most of the next 10 years, the USAF’s largest single fighter fleet will comprise F-16s with 1980s radars and primitive receive-only EW.
The RCAF will continue to operate the Hornet past 2025 as well. By the time the last F-35 is delivered to Canada, the F-22 will have been in service for nearly 20 years, over a thousand F-35s will have been delivered, and J-20s & PAK FAs will both number in three digits. Point is, the ‘CF-35’ will hardly be an exotic aircraft.
Because they are twin-engined and technically well suited for what Canada needs. But I agree that, too, are not exactly cheap.. maybe even sensor fusion or AESA are somewhat of a stretch.

Yes, that is perfectly OK. We can see aircraft like A-7s or upgraded F-4Es flying post 2010. We can see warmed up F-16As still forming the backbone of many NATO air forces in 2014. We can see nations like Brazil, Malaysia or Thailand betting their future on Gen4+ jets. And we can see many nations slowly giving up the idea of fast jet force completely..
True. And no country that can do without a fast jet force should be contemplating something like a F-35 purchase.
But the claims that everything that stands between the Russian invasion of Canada will be the difference between F-35 and Eurofighter in RCAF service, they are completely absurd.
If a conflict with Russia isn’t a consideration, why splurge on the Eurofighter or Rafale? And if stealth is surplus to the RCAF’s needs over the next 30 years, does it really need sensor fusion, an AESA system or a sophisticated EW system in its fighters?

The buy-and-make LUH plan announced in October remains absolutely unchanged. If Kamov wants in, it needs to tie-up with an Indian private company that will manufacture it under license.
The Indian side did NOT endorse Rogozin’s proposal, and without first receiving a confirmed order from the MoD, setting up a Ka-226 line in India is simply not feasible.

Except that the F-15E already replaced the F-111A in the 1990s, and the F-35 is NOT intended to replace the F-15E.

The F-35 isn’t a conventional EW aircraft, but its the closest thing to it, that the USAF will be fielding.
Too bad is not a proper replacement for any of those…well, maybe the F-16 and AV-8B

In any non-permissible (i.e MANPAD infested) environment, the A-10 operates with altitude restrictions (15 kft during the Balkans IIRC). Given that the A-10’s primary armament today is the Maverick & JDAM (rather than the GAU-8), any aircraft with an LDP and PGMs will be an adequate replacement at the CAS role. The F-35A with its HMDS, EODAS & EOTS will do splendidly (once a ROVER solution is implemented).
As far as air superiority is concerned, the F-15 has always been superior to the F-16 but latter is still no slouch. Similarly, while the F-22 is the ideal replacement for the F-15C, the F-35A will do just fine while remaining far more cost effective as a multi-role fighter.
A cheap shot. There are exactly three projects within the JSF. F-35A, F-35B and F-35C. Nothing less, nothing more. Of all that, only the STOVL F-35B is an exceptional achievement, developing a carrierborne version is hardly anything of a stretch.. Look at Rafale M or Naval Tejas, that’s all for pocket money.
What is or is not an ‘exceptional achievement’ is a separate issue. The question pertains to whether <5% of the defence budget is too high a price to pay for replacing five out of seven serving US fighter/attack aircraft. It’ll form over 80% of the USAF fighter fleet, 100% of the USMC fleet and 33% of the USN fleet.

That’s 5% of the budget constituting the bulk of US airpower over the coming years to come (with the remainder composed of SH, LRS-B & UCLASS). As a proportion of their total budget, I doubt anybody else is spending less on tactical air.

I’m betting the contract has HAL as the prime contractor rather than Reliance. As for liability, lets wait and see.
You are assuming the contractual conditions were all defined and clearly laid out at time of RFP. This is very much dubious, as it would depends of the individual selected contenders. So that HAL was to be prime industrial body ,is likely to have been stated, but the contractual conditions under which this is to occur were likely not. Besides as I recall, contenders were forbidden from soliciting any local industries in the context of the MMRCA prior selection. So I do re-iterate ,on thinking HAL attitude to be the main roadblock.
Where do you recall this from? Because Saab had a formal agreement with Tata for the Gripen E.
Think about it, why would HAL align to any of Dassault requests or demands, when they are guaranteed from day 1 to be the key industrial no matter what on this. It is indeed open bar for them, electing partnership and investment of own choosing over the ones suggested by Dassault as guarantee. As it appears, it is HAL requesting the Dassault liability clause, except they have not been able to clearly lay it down and refuse or delay providing the counter part guarantees. Hence this leave Dassault absolutely no control nor control points over HAL doings, only being liable for it. Justifiably not acceptable for any sane contractor.
Assuming Dassault was operating in good faith, can you explain why it tied up with an oil company famous for its political connections instead of the half a dozen existing private firms in the defence sector?
My guess, new government in India will likely have a chat with HAL, liability clause will soften and Dassault with the French government as guarantee will agree to them.
New govt’s been around for six months now and the contract signing is unlikely to take place this fiscal year according to most media reports. Also, there’s the little matter of the cost, which hasn’t been negotiated yet.
What I heard was that GOI screwed up on sanctioning procurement of spares for in service Hawks (took ages to do it, surprise, surprise) so HAL raided kits supplied by Bae for assembly of new Hawks. Rather than putting their hands up to admit their mistake, the way to avoid losing face was to shift blame to the contractor. Great way of running things if you have power and incompetence – find someone else to blame for whatever problems you have created. That way you can carry on being incompetent forever and ever and never be held responsible for your incompetence! This is precisely the sort of idiocy Dassault seeks to avoid.
That’s based on an anecdote footnoting a US cable about the US ambassador’s visit to Bangalore. HAL and the Indian MoD had a different set of complaints, which pertained to the tooling and jigs supplied by BAE.
HAL Chairman Ashok Nayak has listed out for Business Standard a string of lapses by BAE Systems, which, he alleges, is behind this delay. “This is the first time that BAE Systems has transferred technology for building the Hawk-132 AJT abroad. Some of the jigs (frames on which aircraft parts are assembled) and tooling that they supplied HAL relate to earlier models of the Hawk, which has gone through several versions over the years.” (link)
The Indian MoD made this information available to Parliament today: Delivery of 42 (Hawk-AJT) aircraft was scheduled from 2007-2008 to 2010–2011 in a phased manner. Three aircraft were to be built from semi-knocked down (SKD) kits, three from completely knocked down (CKD) kits and 36 from raw material phase. The CKD and SKD kits were assembled on schedule. When production in raw material phase was taken up, it was found that the equipment supplied by the OEM had various shortcomings. The assembly jigs that were supplied did not meet the requirements, there was mismatch in the kits/components supplied, there were defects in major assemblies like the wing spar etc. These problems took time to overcome and hence affected the production schedule at HAL. link
There were no issues with the SKD/CKD units, so pinning the blame on cannibalization of spares from kits is pointless.
The responsibility of foreign contrator for HAL products WAS NOT PART of the RFP. Otherwise noone would have bid.
How do you know there’s one single all-encompassing liability clause (as opposed of multiple ones dealing with different aspects of it incl. areas out of Dassault’s control) ?
And everyone would have bid for contract regardless. Insuring HAL assembled product isn’t the bankruptcy threatening super-calamity that you’re making it out to be. Certainly not compared to what an oil company would deliver.
Ever tried insuring anything where the insurance company can’t quantify the risk? If I want to put on a play outside in London on 1st June, I can get an insurance quote against my loss if it rains so the performance has to be cancelled, all the tickets sold have to be refunded but the cost of the venue and personnel involved in the production still have to be paid. Reason: hundreds of records for rainfall in London on 1st June are available. If there were only 1 or 2 records for rain in London on that day, getting insurance would be extremely difficult if not impossible.
Getting insurance would be neither difficult nor impossible. You’d merely have to pay a very high premium. The unknown aspects are a part of the risk and very much within the wheelhouse of any major insurance corporation. They don’t always get it right but it averages out positively.
What is HAL’s track record with licenced production? How many different aircraft have they assembled? How many problems that have cost money have been encountered (either of their own making or otherwise?) Weren’t they involved in assembling an aircraft called Hawk where they required outside authority to order parts which was not forthcoming in a timely manner and screwed up production? Could that outside authority screw things up for Rafale assembly, too? etc etc
50 years of licensed production with two projects running right now. And the initial problems with the Hawk as I understand it, were caused by faults in delivery from the contractor i.e. BAE. This is precisely what the MMRCA contract seeks to avoid. HAL will always be under pressure from the IAF through the MoD in terms of quality and delivery timetable. Dassault in contrast has no such pressure acting upon it after the deal is signed; the follow-on order is unlikely to materialize and no further Dassault products are in reckoning for Indian contracts. It has every incentive slow down work to maximize its own workshare, as much as possible without breaching contract.
Insurance companies aren’t stupid. They avoid business where they cannot quantify the risk of paying out. Why should Dassault take such a risk? Is Dassault stupid?
Who arm-twisted Dassault into participating in the MMRCA competition? Is Dassault stupid?
I don’t know if Dassault accepted overall liability using HAL as part of its bid then thought better of it after looking into how much control they could exercise over HAL’s activities re: Rafale.
The terms of the RFP for the MMRCA were very clear –
“The role of HAL is already defined in the Request for Proposal for the MMRCA project. It says that the main body, aero-engines, air frame and the integration shall be done by HAL,” Secretary (Defence Production) R K Mathur said at the Aero India 2013 press conference here. (link)

Dassault could have requested a tour of HAL’s facilities in 2004 itself. And it would hardly be the first time – HAL overhauls Mirage 2000s under license from Dassault. It will also be upgrading the Mirage at its facilities.
There is no basis whatsoever for this idea about Dassault only recently realizing what it was getting into, for better or worse. To reiterate – is Dassault stupid?
As pointed out elsewhere, Dassault does not need more Rafale orders to continue with the program. More orders would be good, of course, but only if the terms of any deal were good.
As I said before, terms of the deal were laid out in the RFP. And if export orders don’t come through Rafale production will end in 2018 (the alternative being total Mirage retirement by 2022 or revision of the fast jet force structure as laid out in MoD White Paper 2013).
French defense minister announced a fifth tranche order in january. And the amount of study plans being launched recently are somehow a clue that there will be more orders (PEAs LEA, TRAGEDAC, MELBAA…). We still have several mirage squadrons (2000-D and -5) to be replaced.
The MoD’s 2013 White Paper declared a reduction in the combat fleet to 225 units. 180 Rafales have been ordered so far. Will the French Air Force retire all serving Mirages by 2022, to accommodate the extra Rafale orders?
According to latest declarations of the minister, SRSAM (is it the same as Maitri?) is still being co developed.
