I think that landing of the IL 76 in that manner was deliberate.

I remember on a SpiceJet B738 flight here in India while descending the captain came onto the PA and quite sternly told everyone to make sure there mobiles were turned off as they were making coming in the way of his communications equipment.
To answer the question I turn off my mobile and switch it on only after the doors are opened upon landing.

Air India’s Flight safety website has a list of incidents reportable to the DGCA including “discontinued approach necessitating a go-around” in it. It means, irrespective of when a go-around was initiated, it has to be reported to the DGCA.
