A lot of research has been done on this subject, but as allways, it’s no that easy… The brightness of the light would have to change with the brightness of the background – an this changes depending of the position of a potential observer.

The swiss airforce had even practiced the use of highway WITH bridges, it just depends where on the used 2-3 km they lie.
The pilots where realy concerned about that and had first to get used to this situation by having some sort of (much softer…) ribbons tied over the runway of their base, in the same position in distance and height as on the highway.
To start an aircraft, you could use catapults like on a aircraft-carrier, or even longer and more powerfull ones.
For landing, use arrester-hooks like on a carrier or nets to decelerate the aircraft.
Wonder if pilots liked the idea of landing “into a tunnel entrance”…
The question is: how much cost can you save with a hi-lo mix? The difference in price and life-cycle cost between the hi- and the low-aircraft must be quite big, only then a hi-lo mix makes sense.
As an attack fighter, I propose the swiss P.16
