We have keep in mind the frontal area has nothing to do with RCS at first. The main thing is, the frontal drag has a rising in importance with the rise in speed at level flight.
RCS is only about 1. Size. 2. Material. 3 Shape !
So I am afraid the size does matter !

I was able to open the link this morning, looks like the plane tried to make an emergency landing in a wooded area. Obviously something happened too low for the parachutists to get out.
