Come on chap what you’re suggesting is rather silly, Using a mobile phone whilst driving does not kill people instantly and what with current insurance prices people do think twice. Increasing the penalty wont make people who habitually speed or use their phones while driving think twice, it certainly wouldnt make me think twice.
I have a car (although currently in pieces) Easily capable of speeds in excess of 190mph… I couldnt say with a straight face that ive not tested it on an open road at night. Just the same as I couldnt say that ive not answered my phone whilst driving before. (though Im sure you’ll suggest im strung up for these admittances)
As stated previously, I’ve done 36,000+ miles in the last 15 months, and I can say in all of those motorway miles, ive seen no more than 3 marked traffic cars on the motorway AND I work for the police!
There are 1001 more serious offences that have a lesser penalty and fine than what you are suggesting. Imo 99% road traffic offences bar Drink driving, pale in comparison to some of the things that I deal with on a daily basis, Murder, Rape, Child molestation.
ALL of which are more common than a road death caused by someone using a mobile phone.
Who would you rather have up in court, a rapist or someone who got caught using a mobile phone. I know who I would rather.

AA had planned to return her to the uk circa 2007/2008 I believe what put paid to this idea was
A) her instant grounding once back in the uk
B) the horrendous cost involved in terms of logistics should she drop a donk at one of the bases she stopped at along her way
C) the thought of loosing a donk or two mid atlantic…

My Grandfather is heavily involved in the insurance brokeridge business and maintains that the main factor in the current insane prices in insurance for everyone is because of all of these “No win No fee” Personal injury solicitors.
Insurance companies paid out £1.30p for every £1 in profit they took (car insurance) apparently last year.
With regards to traffic officers. The use of a mobile phone is a “seen committing” offence.
With over 26,000,000 cars registered on uk roads, even if you take one percent of that – 260,000 vehicles, how many police officers do you think that would be needed to do what you suggest?
Also dont forget that Roads Policing is often a very small part of your local force, im not sure what you’d have them do?
Police are stretched thin as it is. Using a mobile phone on the roads imo isnt on par with drink driving, and certainly shouldnt be a force priority.
