    …To end…. it reminds me of a situation which is similar that happened recently. A visitor to the museum told my me that the sale of gas masks was illegal – after all he told us knowledgeably “they contain asbestos”. My 81 year old mother then pointed out that for nearly 5 years during the war she and all her class mates and most of the countrys children had to wear one for a 1 hour lesson first thing in the morning … and as she pointed out – she is still going strong. … the masks don’t contain asbestos either… but it was another urban myth being spread about….

    …I think TwinOtter23 hit the nail on the head when he said he was one of 3 VOLUNTEERS who worked on the HLF funding project.
    It seems to me that 558 has a great group of volunteers at the bottom level getting out there to man sales stands and sell memorabilia but as you go up the management scale everyone seems to be a paid professional and this is what costs a lot of money. Did anyone ever try to recruit suitably qualified / experienced volunteers for any of the management / admin posts or was it decided from the outset that the entire project management had to be run by full time paid staff?
    If I have misunderstood the way 558 is run then fair enough but I am sure I am not alone in my perception. ….

    I suppose that’s one ‘interpretation’ of what I was saying – but please let me try and clarify!

    As far as I’m aware HLF funding for a project isn’t reliant on permanent staff being available to manage it.

    The Newark case was merely included to illustrate the point.

    I re-emphasise my original comment from post #3435 “IIRC it was more flight related, not funding” i.e. any additional personnel may have been a requirement of the organisation supervising the operation of an airworthy V-Bomber, not the funding body.

    Good news that they seem to be out of the woods – for now at least.
    Another member queried my suggestion regarding the costs of administration.
    I have read of other transport (not solely or specifically aviation) projects over the years who had looked at obtaining a grant from HLF. Having investigated what was actually involved in obtaining a grant other projects had decided HLF funding was not the way to go.
    My understanding was that there had to be a great deal of accountability for every penny that was spent and that this would involve a massive amount of administration work which inevitably meant a team of full time administrators which would cost a great deal of money.
    If I have got this wrong then I apologise but I assume that someone from VTTS probably reads this and if I am wrong perhaps they could enlighten us as to exactly what restrictions in terms of accountability are placed on them by HLF and how much it costs to employ office staff to meet any HLF requirements .
    From my point of view there appears to be a big wages bill for people who are not directly involved in actually putting the aeroplane into the air ie they are not aircrew or engineers.
    I fully understand that there needs to be a captain to steer the ship and that there needs to be some permanent staff to help with fund raising but to me there seem to be a lot of office staff absorbing fairly significant parts of the budget. I am not entirely convinced that all these staff are needed which makes me very reluctant to put my hand in my pocket.
    If I have done the project an injustice perhaps someone out there can let us have the figures to show that my perception is wrong. I am sure I am not the only person who feels this way and just maybe some of us would donate if we felt more comfortable about exactly where the biggest chunk of our donation was actually going.

    As one of three volunteers, who worked with an Architect, Quantity Surveyor (QS), Construction Company and a HLF Project Monitor; I can advise that for NAM’s project we didn’t have to appoint extra staff to run a project that received a grant of £453K – this was done by the above mentioned team. The fees for the Architect and QS were covered in the HLF grant and the partnership funding that was raised by the museum volunteers.

    Sure, the HLF looked at our constitution; existing policies and procedures and deemed them to be adequate to run the Hangar 2 construction project. The working relationship with the HLF Team was second to none! 🙂

    As with any well run organisation you should already have good accounting practices in place that meets their requirements; something that you would need to have to comply with Charity Commission guidelines.

    The subsequent HLF project monitoring documentation and reporting processes have been completed by me. Hence why I raised the point in post #3435.

    … We never hear a voice of dissent to the £3 million it costs all of us every year out of our taxes to keep the BoB Memorial Flight in the air. After all, apart from the Lanc, of which there is one other flying example, there are other Hurricanes, Dakotas and many Spits flying around the world…..

    What about the excellent support that the LLA gives to the BBMF each year? 🙂

    Who knows for certain that any admin was imposed by HLF? :confused:

    IIRC it was more flight related, not funding. :confused: :confused:

    NAM’s website is now showing that the November Indoor Aeroboot has now sold out of sellers tables – now for some extra buyers!! 😀

    Remember Cockpiteers that your 2010 passes are still valid for free admission on November 6th! 🙂

    I would suspect that each HLF project will have a very specific contract.

    Certainly at NAM we had to have a bank guarantee in place to cover the cash flow for the project and also had to provide proof of funds before we signed the project contract.

    Likewise many ‘charitable’ organisations have dual status re their operation, being both a Limited Company and a Registered Charity. Under the current regulations most will also have a third arm for an associated Trading Company.

    What complicated systems we operate in this country!

    IIRC when I signed the HLF contract for Newark there were clauses specific to situations such as administration – unfortunately I do not have a copy to hand; but likewise I might have misinterpreted (misremembered) what those clauses were. :confused:
