It seems you have no understanding of modern warfare. now even small corvettes and diesel subs can fire 3000km range missiles on fix targets. it means the airbases need to be far away and well protected. I will not be surprised those missiles are guided to mobile targets with updates.
Look at Yemen example of one missile hit on airbase and that is not even modern theatre BM with spread out destruction.
The advantage of bigger planes with kinemateics / altitude advantage is that give tremendous acceleration and range to standoff weopons both against ground targets and long range AAMs against Airrefuellers/AWACS. Even the bigger planes need 3000L fuel tanks to give pilots flexibility.

I see it this way. Russia can’t afford as many aircraft, yet it has to cover more airspace, so it build jets with more range. For other countries the extra range is sub-optimal to their requirements and reduces performance, increases RCS, cost etc.
It’s not about covering airspace for airdefence. MIG-35 can do alot better. It’s is to create string capability that saturate carrier strike group with 500 to 600 missiles in one takeoff thousands of kms in high seas. Also ability to expose trade embargoes both in air and sea lanes. future missiles will be hypersonic they need sensors of big planes. SAM network will need guidance from air for long range shots both from ships and ground. There is no place for smaller planes.

The USN had the F-14D that they could have chosen to keep had it wanted something larger. Uzbekistan is the only other central asian state that has a defense budget of any size, but until recently relations have been on and off at best with Russia. Even with recent economic breakthroughs (and some mil exchanges too IIRC) getting a good deal on something as expensive as Su-30SM is probably not around the corner. Uzbekistan does not seem to be investing in high ticket items, and remember Kazakhstan and Belarus are paying internal Russian prices at most, probably even less.
The rest of the central asian states have shoestring defense budgets. There is also Azerbaijan, but I don’t recall them looking for such a big bird, plus they have cut budget severely this year, and the recent skirmish with Armenia is probably not seen favorably in Moscow.
Iran, after it stops being held back by UN limitations, will probably get the Su-30 though.

The big weight gain with the F-15 came with the F-15E which had a stronger airframe due to the payloads it would often be carrying. Any weight gain in subsequent variants of the F-15E has been minor. To compare it in range and power to the MiG-29 is absolutely false. Original MiG-29 has abysmal range and is a lot closer to the F/A-18 in terms of engine power.
F-18 does not come with 20k engine unless you consider that overweight G and speed limited superhornet. MIG-35 is full 9G machine with higher altitude and speed. Designed for 19km altitude, advance fbw. 3200km range with 3 small size ET.Both MIG-35 and F-15 are not capable to carry big EW pods on wing tips or tail sting of Su-34.
