They didn’t have it when the F-22 was designed. IIRC they didn’t fly it on the F-16 until well after the F-22’s design was frozen.
Changing the design midpoint, like in the F-22, would have resulted in rebuilding the test sequence of CAD, computer sim, wind-tunnel, flying prototype, etc., all the way to operational induction.
The rapid changes for the FC-1 were almost certainly built into the tolerances of the aircraft design. The Chinese articles on the FC-1 is of a design that is so modularized that almost everything — engine, avionics, even the FCS — is decoupled from each other. Why not if some of the aerodynamic characteristics (as physically represented by different intakes, lift or control surfaces) are also modularized into different packages.
It took the J-8II program some seven years to be developed from the J-8I. The intake and aerodynamic changes were far greater than that between FC-1 03 and 04 but still an indication of the time it would take for radical intake modification.
All indications are that the LERX and DSI were in the plans even at the earliest stages. At least they were explored very early on.
