I did walk it back a bit.
I was able to find a quote on LM paying for all cost overruns since LRIP6 and the 50/50 split.
When I said “concurrency costs”, I am speaking of the fixes that are not part of the planned block upgrades and I am still trying to find a direct quote about it. Based on previous announcements, we might have to wait for the LRIP8 contract to be finalized.

The Pentagon has been pushing Lockheed Martin to assume a portion of the concurrency costs. The LRIP 5 contract, according to the report, requires Lockheed to evenly split with the government costs for all changes discovered before the beginning of that production lot. “This concurrency cost sharing is intended to motivate Lockheed to put concurrency changes into production as quickly as possible in order to avoid cost sharing and will continue to be implemented in future LRIP contracts,” according to the report.

If by “remedial work” you are talking about “concurrency” costs, that is to be paid for in part by LM (50/05)… IIRC.
LM will also have to eat all cost overruns (as they have since LRIP6)

The Meteor is used by the UK & Italy (both F-35 customers) and by Spain (who has been looking at the F-35B for the Juan Carlos post-2025).
On the HMD front, I never said it would be unique forever, just that it is now.
If you think “everyone” will have it by 2020, you kidding yourself.

Besides, considering that the UK is the only Tier1 partner and Italy has Europe’s FACO facility, I’d say they have plenty of pull between them.
The decision to add a weapon as part of the post SDD program is made by the JPO as a whole. Each partner nation has a vote. Since there are many European nations in the program that currently are also part the Meteor program or use it, it’s inclusion in Block 4/5 is almost a certainty. btw, ASRAAM is already part of the SDD program, ie Block 3F.
On the Meteor fitting, they have already made fit checks and the only think needed are changes to the missile (modified fins) and NOT the F-35’s bay.
I would like to mention here that , as was sdaid, many CURRENT airframes are utillizing HMD’s…infact, some not so new planes do as well, example…the Canada CF18’s were upgraded with HMD several years ago….so that bearing seems to be really a rather mout point saying the F35 has HMD….perhaps it may be better, more complex…..but certainly NOT a stand alone feature…..
I think you are confusing HMS with HMD. For example, JHMCS is only used for cuing and does not replace the HUD like the F-35’s HMD does.
The fact that the F35 is handicapped by ONLY being able to carry the AIM- 120,and AIM – 9X, which are already inferior to the Meteor, and in a pathetic number…how does that fit?…….by utilizing external hardpoints the loadout can approach useful, but by doing that the entire “stealth” factor goes out the window…so where is the benifit?…..
the F-35 is also getting the Meteor and ASRAAM. Others (AIM-9xBlk3 to name one and whatever Israel wants to name another) can be added with little cost thanks to UAI.
AMRAAMs cannot be guided by either EOTS or EODAS, only AIM-9X. Even if you had target lock with EOTS, the AMRAAM fired would still be in LOAL mode.
This is a VERY big and long-lived misconception.
Because the F-35 uses a completely fused avionics system, any target track (regardless if what sensor/datalink generated that track) can guide any weapon. The obvious exception is LGBs that require the EOTS (or other off-board laser) to designate the target.
The partners did not sign on to the program till after the 2001 downselect and the start of the SDD program. By that time reality had set in and the price projections were much higher.
In fact, there was not even a “JSF” program in 1994 as the order from Congress to merge JAST with ASTOVL did not come until the FY95 budget passed in October of 1995. If you were looking at documents from 1994 then you were looking at either JAST or ASTOVL which were much less mature or complex then the F-35.
I’ve seen that but I was going off a quote from a Cockpit Demo Video. The “1000’s” quote may apply to the sensor themselves where only relevant tracks are sent to the rest of the avionics suite.
Per the Video below at 1:48, the F-35 (Block spec unknown) can simultaneously track:

It’s not that the EODAS can see (IR band not withstanding) farther that the human eye (which it likely can), it is that it will notice, track, and share everything (100 tracks anyways)
Humans often suffer from information overload where it is impossible to process everything that we see. Computers are less susceptible to this and can scale up where humans cannot.
You are getting your EODAS videos confused.
The one in post 1651 is NOT the one showing a Falcon9 rocket at 800nm.
For example at the first rocket launch, you can hear the controller call out” we have launched the Terrier Oriole”. The second rocket is a “Terrier Malemute”, third was “Terrier Improved Orion”.
That being said, the video that has the Falcon 9 (post 1643) shows a “horizon break” message indicating that the missile was not visible at launch.
So how does a combo of short-range EO-DAS and EOTS add up to a better IRST?
Because it takes a combat proven system (SniperXR), adds improved sensors & processors, adds full avionics integration through a fiber-optic connection, and combines it with a 360 IIR passive WVR tracker (EODAS).
The 10x refers to the video, not the actual image processing. The EODAS units themselves do not have any optical zoom functions of their own, but the pilot can choose digital zoom as needed. Unlike narrow FOV sensors like EOTS, the EODAS never stops looking at and processing the entire 360 space around the F-35, regardless of any digital zoom the pilot chooses.
What you did not mention is that EODAS is a fixed 1x system, so the corresponding tracking range must be very limited.

EODAS is only meant to track planes in the WVR (0-10’ish mile) range-band.
Missiles are a different story since their IR signature is much greater than a planes.

Because you can Search for or Track something without knowing what it is. Once the F-35 ID’s an object (through the EOTS, radar, ESM, datalink, etc) then the track provided by EODAS is all that’s needed. You don’t need to dedicate one of the small FOV systems like radar or EOTS to maintain the track and the EODAS can also maintain the track in areas where the EOTS or radar can never maintain a track like to the side, above, behind, etc.
