Yes, and that’s the root of the problem. Meteorologically what is going on is easily explained as the facts are all there. Climatically it can be explained in a number of ways and people will put their own interpretations on what is going on. Climate changes over decades, centuries and millenia whereas meterological changes are hourly and daily. I’m glad I’m not the one making the decision about whether to spend or not.

I am sure the majority will totally agree with your last paragraph and in fact you have maturely summarised the situation in your post. It is a pity that more students do not share those views.
