But one can appreciate the Indian position as well — it guarantees that ToT will be delivered in a timely and moreover useful fashion. Otherwise it is all too easy for Dassault to hold back on addressing foreseeable issues (relating to e.g. dependencies between technologies/components) and then to blame India/HAL for unsatisfactory progress that mysteriously makes substitution with French-manufactured components/airframes a suddenly compelling prospect. It is the sort of dilemma that will eventually be sorted through endless pages of hideously complicated obligation, counter-obligation, escape clause, etc. At this point in the negotiation process I doubt the one-line summary “lolz, India wants Dassault to guarantee performance of Indian companies” is a useful description of day-to-day developments.

Coming back to Canada, I agree with Lukos, the others should re-consider their bid as its going to be very very unlikely that Canada rejects both the F-35 and the cheaper ‘safer’ Super Hornet especially with Boeing at the desperation they find themselves in. Both Boeing and Lockheed can offer any offset or industry work at par or superior to what EADS or Dassault are able to offer. Even if there is a competition (a big if) its going to be between Boeing and Lockheed. Boeing may not be in the game for long however, so perhaps its up to them to seek help to win some middle eastern orders in the meanwhile 😉
I think that a F-18 purchase would be considered as a semi-victory by other contenders as it would break the F-35 hegemonic system.

On top of what Spitfire9 and Swerve mentioned the RB199 was also offered for severall projects, it lost the original competition for the Gripen, the final version of the ALR Piranha was going to be powered by an RB199, the Mirage 3000 was a twin engined RB199 concept that was discarded in favour of the M83 Mirage 4000.
