I can’t help being dubious on a program that needs upgrades (aka tech refresh) to perform before it IOT&E, sorry. If e.g. a new computer is given, it is because it is needed. Not just for fun. If it is needed it is because its computing power was underestimated/poorly planned. Same for EOTS/laser bombs etc.

It si a communist linked trade union document, nothing such as an “inner document”. and HAL has around 10% of the offsets also as Kaveri, and DRDO 30%!!! Ghandi is riduclizing himself everyday a little more on this topic.
Readiness is a complex matter. Smoothing eldering curves inside a squadron, retrofitting etc etc. The important question that matters are “operational readiness” and “how many missions cancelled due to low readiness? If a sqd can fullfill its operational contract with 50% readiness, well be it.
How many had so long and complicated and troubled development that they COULD test 3 times lifetime fatigue? (and whith what results?)
