    India Responds to China Navy

    The breakneck speed at which China has been moving to build up its naval might is causing concern in the international community, particularly in Japan, the United States—and here in India.

    Recent decisions by China’s People’s Liberation Army-Navy (PLAN) have left China-watchers wondering where the Chinese juggernaut will stop. The latest decision to garner attention has been the apparent decision by the Central Military Commission—China’s highest military planning body—to give the green light to the building of two new nuclear-powered aircraft carriers.

    One aircraft carrier—the Kuznetsov class Varyag—is already being refitted after being taken off Russian hands. All three aircraft carriers will be available to China by 2017 and will be responsible for patrolling the South China Sea, Western Pacific and Indian Ocean, thus signaling to the world that China has indeed truly become a superpower.

    So what is India doing to counter the growing Chinese naval might? The Chinese naval buildup is a matter of deep concern for Indian security managers. However, New Delhi is busy developing an effective counter. Two aircraft carriers—the INS Vikramaditya (Admiral Gorshkov of Russia) and INS Vikrant—are under construction. In addition, the Indian government in March 2009 approved Project 15B under which next-generation warships are in various stages of construction. Meanwhile, at least three Kolkata class destroyers are under construction under Project 15A.

    But there’s more. The Indian Navy has also launched several new projects to develop a beefed up fleet of stealth frigates. The lead vessels will be the Shivalik class of frigates—India’s first such stealth vessels. The Sahyadri and Satpura are also in advanced stages of construction, meaning the Indian government is well on its way to achieving its goal of maintaining a force of more than 140 warships.

    Meanwhile, construction work on at least four nuclear submarines is in full swing, while the indigenous Arihant nuclear-powered submarine has already been launched (India plans to have at least 30 submarines by 2030 (although this target may be tough to achieve with the submarine fleet expected to shrink to 16 by 2012 with the decommissioning of two Foxtrot submarines).

    Clearly, China has set off a naval race in the region. Japan and the United States, which are set to lag far behind in the Asia-Pacific, need to stand by India if the international community’s unfettered access to the South China Sea, Western Pacific and Indian Ocean is to be maintained.

    India’s new military plans to tackle China

    New Delhi: The Pentagon has recently reported that China has moved lethal medium-range Ballistic Missiles closer to the Indian border.

    The potential Chinese military threat has been anticipated by India, which has now deployed a couple of strategic missile units in the East.

    These units under the Strategic Forces Command that control India’s nuclear arsenal have been moved under the Eastern Command recently.

    The Indian Air Force, which first deployed its best fighter jets, the Sukhois, in Tezpur in Assam last year, has increased the number of planes in the area. The Air Force has also stepped up the pace of work on seven advance landing-grounds in Arunachal Pradesh which will soon be capable of handling bigger, fixed-wing transport planes.

    The Army presence in Ladakh, in the Western sector, is being increased. An infantry brigade has been moved back here after a long gap.

    India is also concentrating on quickly building 75 tactically and strategically important roads . They will eventually cost over Rs. 5,000 crore.

    BAE presses technology-transfer track record in Indian Typhoon campaign

    “Enthusiastic support” for the Indian government’s 50% offset target and technology transfer ambitions are a cornerstone of the Eurofighter consortium’s bid for India’s $12 billion, 126-aircraft medium multi-role combat aircraft (MMRCA) competition, says BAE Systems.

    Alan Garwood, business director of BAE – which along with Alenia Aeronautica and EADS is pitching the Typhoon for the MMRCA deal – says the consortium’s preparedness to meet India’s stipulations on technology transfer “absolutely distinguish” its bid.

    BAE Systems, he notes, has had a presence in India “for some 50-60 years” and, with partners, has built “around 1,000 aircraft” there, a track record he considers “unique among the competitors”.

    Garwood declares himself “very pleased” with the performance of the Typhoon in flying evaluations, while acknowledging that “it’s what the Indian air force think that counts”. Declining to speculate on the likely timescale for a decision by the air force, he notes: “They’re playing this as an absolutely straight-bat competition.”

    The Typhoon is up against the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Lockheed Martin F-16, RSK MiG-35 and Saab Gripen NG for the Indian contract.

    The Typhoon is also participating in a Japanese fighter competition geared toward sourcing 40-50 aircraft to replace McDonnell Douglas F-4s. Its Japanese campaign is led jointly by Alenia and BAE Systems, and Garwood considers it to have “a very good chance” of success, again citing the consortium’s willingness to transfer technology. Competition for Japan’s business will come from the F/A-18.

    In a bid to boost BAE Systems’ Japanese prospects, Tony Ennis was appointed to serve as its president of north-east Asia from a base in Tokyo. He took up the position on 1 January.

    The company will shortly host an event aimed at showcasing its technological innovations to the Japanese market.

    On the Typhoon’s prospects in Oman, BAE Systems comments: “The UK government announced Oman’s intention to procure Eurofighter Typhoon earlier this year, and BAE Systems is continuing to work closely with both governments to reach agreement for the supply of this new-generation fighter to meet Oman’s national defence needs for the next 20-30 years.”

    Typhoon business is also being sought in Romania, Turkey and Qatar, and the type will be offered to Switzerland should that nation’s mooted fighter contest proceed.

    Garwood says BAE Systems has received “an unprecedented level of prime ministerial support” from the UK since David Cameron took office in May, and notes a generally “increased tempo to the government’s support” since the Cameron-led coalition formed.

    “The coalition wants to get the country out of recession and they see manufacturing and exporting as a way to do it,” asserts Garwood. “With the level of government support we’re getting now, I’m very confident we’ll get a lot more success over the next few years.”

    Teer has made some good points, but a lot of expertise can be bought with the sheer financial muscle of the private industry (I said a lot not all), with which no PSU can compete (in funding terms).

    Outside defense look at Tata who used to manufacture sub-standard cars taking a quantum leap by buying Jaguar and LandRover and FIAT’s India operations, now they make cars with better engines, drive-train and what not !.

    And there is also a middle way. We can conclude that.

    1. The Private Sector Cannot Match the Current Expertise of the PSUs.

    2. The Private Sector runs business more efficiently.

    Why not Privatize the PSUs at least partly ? Allow rival bidders to take HAL and NAL for example. Healthy competition will only be good.

    Micro Air Vehicle to counter insurgency

    Bangalore Aug 22: Defence Research and Development Organization (DRDO) has been entrusted with the Rs 100 crore Design and Development of Micro and Nano Air Vehicle Project to be deployed in countering terrorism and insurgency during low intensity conflicts, Dr Prahlada, Chief Controller (R&D) DRDO said here today.

    Speaking after inaugurating the three-day All India seminar on ‘Micro and Nano Air Vehicles,’ jointly organised by National Design and Research Forum (NDRF) and the Institute of Engineers (India), Dr Prahlada said as many as 30 institutions across the country, including colleges and universities were involved in the project.

    Stating the DRDO was committed to supporting the Para Military Forces involved in maintaining internal security, Dr Prahlada said the Micro Air Vehichles (MAVs) would play a vital role during low intensity conflicts, surveillance, reconnaissance, fire, floods, earthquakes, gas leads, search and rescue, explosive detection and several other applications.

    According to Prahlada, DRDO has the capability to build MAVs as small as 300 mm and weighing 300 gms. Efforts are on to bring it down to 100 mm to 200 mm and to less than 200 gms, he told reporters. “MAVs are small, almost bird-like. They are accurate and they cost very less,” Prahalada said, adding, “they can be manufactured in big numbers very, very cheap.”

    Meanwhile, Former IISC Professor and founder of Drone Aerospace Systems Dr. Krishna Venkatesh has been invited to give a presentation on his findings on MAVs during the Knowledge Utsav, India’s largest R&D conference. The conference will witness the largest ever presentation of over 400 research papers across 44 disciplines and more than 100 inspiration talks.

    The conference is organized by EDU.IN in association with Tumkur University and Jain Research Foundation (JGi). It will be held on August 28, 2010, Saturday at the Jain University, Global Campus, Kanakapura Taluk, Bangalore Rural.

    Dr. Venkatesh is also one of the key members of the research paper review panel. Some of India’s leading Scientist and Researchers are part of this panel. Out of total 420 papers which will be presented at the Knowledge Utsav, the panel will be selecting around 250 research papers which will be published in some of the leading publications around the world.

    “This is a recognition of our work in the area of MAVs that will play a very significant role in helping Military Forces, & Local Police in combating terrorism and help various other departments in monitoring forest fires, floods etc,” said Dr. Venkatesh. “Knowledge Utsav is creating a huge platform for researchers, scientists and students, and I am truly honored to be a part of the review panel of this Conference.”

    Birds, through centuries have inspired and challenged humans. Since Leonardo Da Vinci many great-minds have attempted to mimic Mother Nature in order to create a flying machine, until Otto Lilienthal’s first glider flight and the Wright Brothers first powered flight in their Flyer. Since then aeroplanes have evolved in varieties – from small aircraft’s to large cargo carriers, from domestic passenger airliners to fighter jets. Each of these flying machines evolved with some practical purpose – if the Gee Bee R – 2 Racer was designed for pleasure seekers, the B-52 Stealth Bomber was designed for critical missions such as bombarding and data acquisitions. Whatever may be the design they all had one thing in common – they all needed a pilot to fly them.

    Information plays a vital role with respect to monitoring activities across the border; forest fires, floods etc. Birds’ eye view of these territories would be the most effective form of information, but in such missions the pilot’s valuable life is put to risk. A remotely controlled aircraft, which can perform all the duties relentless of bad weather or hazardous conditions, may be the answer. But in the realm of reality, to produce an aircraft which is controlled remotely is a challenge in itself. This challenge has created a new wave of technology called the Unmanned Air Vehicle. This technology has been effectively put to use by countries like Israel in Bekaa Valley, US in Iraq, Bosnia and Afghanistan and Russia in Chechnya.

    In view with the demand in aerial surveillance in war and as well as in peacetime, it has proven to be too costly to risk pilots and aircraft’s. For this reason governments across the globe have begun investing in the new technology referred to as ‘The Unmanned Air Vehicle’. These vehicles would posses’ capabilities to access hazardous and inaccessible territories providing information in real time and also act as a strike force without risking valuable life and expensive machineries. Capabilities are not just limited to military applications alone but also to aid in peace time applications and disaster management by being able to provide valuable information from high-risk places such as volcanoes, earthquake hit areas, flood affected regions and so on.

    Dr. Venkatesh paper will throw light on the role of MAVs and the key economic and technological challenges faced in developing and designing these Unmanned Air Vehicles.

    The problem is HAL have to work in a specific time frame or risk losing orders altogether. This is why they use a high level of foreign content, if the GOI is so insistent on making everything indigenous then they must also insist the Armed forces to buy slightly inferior domestic product and give it time to mature.

    You cannot have it both ways. The current strategy is better in the short term but not in the long term.

    India likely to export its BrahMos missile

    NEW DELHI, Aug. 19 (UPI) — India will export its indigenously built BrahMos supersonic cruise missile, but only after all Indian military needs have been met, Defense Minister A.K. Antony said.

    Foreign sales are allowed under the 1998 intergovernmental agreement signed by India and Russia that formed the joint venture for the missile’s manufacture in India, Antony said in a written response to a question in the country’s Parliament, the Lok Sabha.

    The missile will be inducted in the armed forces of India and Russia and also will be exported to friendly countries. The Indian government is in consultation with Russia, and exports will take into account the security needs of both countries, he said.

    Several countries have shown an interest, he said, but no decisions have been made about who the customers would be or when the BrahMos will be available for export. The move already has the approval of the Indo-Russian Intergovernmental Commission for Military Technical Cooperation for Export.

    BrahMos Aerospace, the joint venture company, is 50.5 percent Indian-government owned and the Russian government has 49.5 percent. The name BrahMos is derived from two rivers, India’s Brahmaputra and Russia’s Moskva.

    In March the Indian government announced it is getting ready to induct the reduced-weight air-launched version of the BrahMos into the air force on the Sukhoi SU-30 MK-1 fighter aircraft by 2012.

    The two-stage supersonic version, with its solid propellant engine, reaches Mach 3. But a hypersonic version is under development, the company said. It will use scram-jet engines, in place of ramjet, and reach Mach 6.

    Earlier this year India successfully tested a maneuverable version of the BrahMos. The vertical-launch version of the 180-mile-range BrahMos was tested from the warship INS Ranvir in the Bay of Bengal off India’s eastern coast, the PTI news agency reported.

    The missile successfully adjusted directions to hit a target ship, making it “a perfect mission,” BrahMos aerospace chief A. Sivathanu Pillai was quoted as saying. “After today’s test, India has become the first and only country in the world to have a maneuverable supersonic cruise missile in its inventory.”

    The BrahMos can carry a 440-pound conventional warhead. The inclined-launch variants of the missile are already in service with the Indian navy and army. Air- and submarine-launch variants are in development.

    India is also developing a subsonic Nirbhav cruise missile that is “getting into some shape,” V. K. Saraswat, scientific adviser to the defense minister and the head of the Defense Research and Development Organization, said in April.

    The 19-foot-long and 1.5-foot-wide missile will have a range of 650 miles, reach Mach 0.7 and be capable of delivering more than 20 types of warheads.

    India to test advanced Agni II missile

    NEW DELHI, Aug. 20 (UPI) — India will conduct another test launch of its intermediate-range nuclear-capable missile Agni II in September from the east coast Wheeler Island facility.

    The surface-to-surface missile underwent a successful test launch in May after failed test launches last year.

    The Defense Research and Development Organization, developers of the missiles, said the Agni II missile to be tested in September is an advanced version with an extended range of up to 1,800 miles over the normal 800 miles.

    The short-range Agni I can hit targets up to 450 miles away.

    While Agni II and Agni III are two-stage missiles, Agni I is a single-stage missile, the DRDO said.

    Wheeler Island — just over 1 mile long — is a major test base 6 miles off the country’s east coast in the Bay of Bengal and about 90 miles from Bhubaneshwar, the capital city of Orissa state.

    It was from Wheeler Island that Agni III, with a range of just over 2,000 miles, was successfully test-launched from a mobile launcher in February.

    The longer range of Agni III was made possible by adding a special-purpose coating of chromium metal to the blunt nose cone of the missiles to reduce drag, G. Jagadeesh, an assistant professor at the Indian Institute of Science, said in 2008.

    The first test of Agni III was an unsuccessful launch in July 2006.

    The solid-propellant Agni series of ballistic missiles are manufactured by Bharat Dynamics, one of India’s major manufacturers of munitions and missile systems founded in 1970 in Hyderabad, Andhra Pradesh. Bharat Dynamics also manufactures India’s Konkurs anti-tank missile.

    India also may begin flight trials of what it calls Agni V with a range of around 3,100 miles, a military scientist said in February.

    “Agni-V is out of the drawing board. We are aiming for a flight trial within a year,” V.K. Saraswat, India’s chief military scientist, said.

    Agni missiles are claimed to be a part of India’s credible deterrence against China and Pakistan. A range of more than 3,000 miles would make most of China a target.

    India also has developed a supersonic cruise-type missile, the BrahMos, for closer targets.

    India to host global space science event

    About 3000 scientists from more than 50 countries are expected to participate in the 39th Scientific Assembly of Committee on Space Research (COSPAR), a mega science event, to be hosted by Indian Space Research Organisation, in Mysore during July 14-22, 2012.

    The International Council for Science founded COSPAR in 1958. Establishment of COSPAR coincided with the launch of the first artificial satellite Sputnik-1 and therewith the beginning of the space age,an ISRO statement said here today.

    COSPAR has its headquarters in Paris, France and Dr Giovanni F Bignami is its current president. Dr Bignami is the chairman of European Space Agency`s Scientific Advisory Council.

    The objectives of COSPAR are of pure scientific interest without the influence of political considerations.

    It aims at scientific research in space at an International level, with an emphasis on exchange of results, information and opinions, and to provide a forum,open to all scientists, for discussion of problems that may affect scientific space research.

    “To achieve these objectives, COSPAR holds Scientific Assemblies every two years. During the scientific assembly sessions, the participants would present latest projects and results in posters or oral presentations”, it said.

    COSPAR’s first Space Science Symposium was organised in Nice, France in January 1960.

    ISRO had earlier hosted COSPAR conference in 1979 here.

    The Mysore Congress in 2012 would be held at Global Education Centre, Infosys Campus.

    Prof UR Rao, chairman, PRL Council and former chairman, ISRO, has been elected as the chairman, Programme Committee of COSPAR, the statement added.

    Indian warships on goodwill visit to Africa

    Four Indian warships – INS Mysore, INS Tabar, INS Ganga and INS Aditya – have been deployed on a goodwill visit to several maritime nations of Africa and the Indian Ocean.

    The warships will hold naval exercises with the navies and coast guards of Tanzania, Kenya, South Africa, Seychelles and Mauritius besides making port calls at Reunion Island and Mozambique, a defence spokesperson said.

    Wide-ranging professional discussions and a number of sports and social engagements will take place with the host navies while in harbour, and it will be followed up with naval exercises, he said.

    The visit will also include the biennial naval exercise ‘IBSAMAR’ among the navies of India, Brazil and South Africa.

    The naval exercises are meant to promote greater inter-operability and foster synergy between the Indian Navy and other participating navies.

    The Indian Navy has already been conducting formal exercises annually with several foreign navies since several years, such as the Varuna series with the French Navy, the Indra series with the Russian Navy and the Konkan series with the U.K.’s Royal Navy.

    The professional skills and experiences exchanged during these interactions would go a long way in enhancing cooperation and understanding the nuances of naval operations, as well as disaster management and combating maritime threats of terrorism and piracy, he said.

    The visit also seeks to demonstrate the Indian Navy’s blue water capability to deploy, operate and sustain a maritime task force well away from home for an extended duration.

    The current interaction will feature advanced aspects of naval warfare, including anti-air, anti-surface and anti-submarine operations.

    The visiting ships are part of the Navy’s Western Fleet under the Western Naval Command based at Mumbai.

    The Task Group is headed by Rear Admiral R.K. Pattanaik, Flag Officer Commanding Western Fleet.

    Over the decades, India has made substantial advances in terms of designing and building warships indigenously, the spokesperson said.

    Three of these four ships have been designed by the Design Bureau of the Indian Navy and built at the public sector shipyards — the Mazagon Dockyard (Mumbai) and the Garden Reach Ship Builders and Engineers (Kolkata).

    Destroyer INS Mysore and frigates INS Tabar and INS Ganga are equipped with state-of-the-art weapons and sensors, while replenishment ship INS Aditya is capable of sustaining the warships for prolonged durations at sea.

    India’s naval assets have been increasingly involved in the region’s maritime issues, such as hydrographic survey, search and rescue, anti-piracy operations and also in providing humanitarian assistance.

    Armed forces continue with rescue operations in Leh, Ladakh

    Srinagar, Aug 19 (PTI) Continuing with its rescue operations in flash flood-hit Leh and Ladakh, the Indian Air Force (IAF) has carried six tons of relief material to the affected region. The IAF yesterday flew one IL-76 transport aircraft and three Cheetah helicopters to airlift the relief material, defence sources said.The Air Force has airlifted over 361 tons of relief material and equipment and flown 826 passengers in 244 sorties so far. Nineteen army columns remain engaged in rescue and relief operations, besides troops assisting Border Roads Organisation (BRO) in construction and repair of crucial Hunuthang-Handonbrooke road, they said. Around 150 civilians have been provided meals at the Government Degree College, Leh, while 350 civilians including 120 children have also been provided meals at Choglamsar Relief Camp. The army has lost 23 soldiers, including three junior commissioned officers (JCOs) in the flash-flood, while twelve personnel are still missing, they said.

    Nod for stealth destroyers to boost Indian Navy strength

    The government has given its nod for the acquisition of a new class of stealth destroyers for the Indian Navy that will augment its force levels and replace ageing warships. The nod for four of the new Project 15 B stealth destroyers was given by the Cabinet Committee on Security meeting on Thursday that also discussed projects for fencing along the International Border. The four Project 15 B destroyers, which will be fully designed and manufactured indigenously, are estimated to be valued at over Rs 20,000 crore and will be another feather in the cap for Indian shipyards, which have over the past few years reduced dependence on foreign yards to a minimum.

    The warships will most likely be built by the Mazgaon Docks Limited (MDL), which is currently rolling out the Shivalik Project 15 A stealth destroyers and has achieved expertise in modular construction. The new warships, with an expected displacement of 6,800 tons will be an improvement over the Shivalik class, the first class of stealth warships to be built in India. The navy is on a modernisation drive with several new warships, including two aircraft carriers, to be added to its fleet over the next five years.

    Sea trials of N-sub for India begin in Russia

    The sea trials of a nuclear-powered submarine that Russia is leasing to India for 10 years, as also the training of an Indian crew, have begun ahead of the vessel’s delivery in October-November, sources said here on Friday.

    The delivery of the submarine will be as scheduled in October-November, the sources said, rebutting reports that the Akula-II class vessel had already begun its journey to India.

    Mikhail Dmitriyev, head of the Russian Federal Service for Military-Technical Cooperation, had in June confirmed that Russia would transfer the submarine, to be named INS Chakra, for a 10 year-lease to India in the autumn of 2010.

    This followed an agreement inked between New Delhi and Moscow in January 2004, with India partly funding the submarine’s construction at the Komsomolsk-on-Amur shipyard in the Russian Far East with an initial USD 650 million.

    The submarine was scheduled to be inducted in the Indian Navy in mid-2008 but technical problems delayed the process.

    After that, just as it began its sea trials in November 2008, 20 sailors and technical workers were killed on it due to a toxic gas leak when the automatic fire extinguishing system malfunctioned.

    After repairs, which cost an estimated USD 65 million, the submarine is now fully operational.

    Akula-II class vessels are considered the quietest and deadliest of all Russian nuclear-powered attack submarines.

    The photos above show Austrian firm Schiebel’s CAMCOPTER® S-100 unmanned helicopter during a demo for the Indian Navy aboard one of its Sukanya-class offshore patrol vessel. This was October 2007 in the Arabian Sea. Three years forward, the Navy today published an RFI to support a potential buy of VTOL UAVs — really, rotory-wing shipborne UAVs. The Navy supports the IAI-HAL Chetak-based NRUAV programme, but has identified the need for the capability before the tentative timeframe offered by IAI and HAL to operationalise the NRUAV. The Northrop-Grumman MQ-8 Fire Scout is a certain contender.
