As far as the refuelling tanker bid is concerned, I think that a refueller that combines the advantages of (fast moving) jet as well as (“buzzing around”) propeller tankers can be considered, so that given the need and scenario it can fuel a chopper as well as a fighter jet. Hence, a propeller solution that has a very high speed, close to jet solutions can be considered (if one exists).
I think AEGIS/PAC3 are more versatile as they can also be used against Aircraft and Cruise missiles. AAD/PAD and AEGIS/PAC 3 will compliment each other perfectly iMO.
India receives second AWACS, to be deployed in Agra
New Delhi, Mar 25 (PTI) India today received the second of the three contracted Israeli-made Phalcon Airborne Early Warning and Control System at the Jamnagar air base, giving it the second ‘eye in the sky’ for enhanced surveillance capabilities.
The second AWACS arrived in Gujarat from Israel in the evening and will be deployed in Agra, IAF officials said here.
With the arrival of the second AWACS, officials said the IAF can keep an eye on both the eastern and western front at the same time and with the induction of the third system, expected later this year, virtually covering the entire nation.
The system, primarily used for detection of incoming hostile cruise missiles and aircraft from hundreds of kilometres away, can also direct air defence fighters during combat operations against enemy jets. It also helps detect troop build-up across the border.

Government for 100% FDI in defence
NEW DELHI: In a potential policy shift of enormous significance, the Manmohan Singh-led government is considering a proposal to open up the defence manufacturing sector for 100 per cent Foreign Direct Investment (FDI) by allowing big global players to set up production facilities in the country.
According to a note circulated within the Commerce Ministry and sent on to the Cabinet Secretariat for discussion, “established players” in the armament industry should be encouraged to set up their manufacturing facilities and integration of systems in the country by permitting 100 per cent equity through the FDI route.
“There need not be any commitment on procurement and these enterprises would have to participate in the RFP [request for proposal] to technologically qualify and also succeed in financial bidding. In case of such firms, we should permit 100 per cent FDI under the FIPB/CCEA approval route,” the proposal says.
With the stated intent of cutting down the role of “touts and middlemen” in weapons deals, the note says: “For future RPFs by the Ministry of Defence, the country could impose a condition that the successful bidder would have to set up the system integration in India with a minimum percentage of value addition. The successful bidder should be allowed to bring equity fully through the FDI route without any restriction.”
Taking note of concern over availability or reliability of supply during war, the note says that conditions could be imposed that the Government of India has the right to expropriate a manufacturing facility in case of need for reasons of national security by paying suitable compensation.

“There can be concerns about passing of the equipment, designs or source code to enemy countries. Such a possibility exists even in the case of imported equipment. In fact, in the case of indigenous equipment, we can control the production mechanism in a much better manner. The government could also reserve the right to inspect or control the production and dispatches in these facilities through deployment of necessary security agencies. Export to enemy countries could be banned through a negative list,” it states.
India lines up Israeli drones in race with Pak
NEW DELHI: New battlelines are being drawn for a spy drone versus spy drone face-off between India and Pakistan. Even as Islamabad continues to badger Washington to give it armed drones like `Predators’, New Delhi is quietly working towards bolstering its fleet of reconnaissance and `killer’ Unmanned Aerial Vehicles (UAVs).
In the latest such contract inked with Israel Aerospace Industries (IAI) a few days ago, India has ordered a few more `Heron’ MALE (medium-altitude, long endurance) drones, ground control systems and data terminals for around Rs 700 crore, defence ministry sources said on Thursday.
While India is currently way ahead of Pakistan in the drone race, armed UAVs in the hands of Pakistan could change the ballgame altogether. As it is, most of the US military goodies like F-16s that Pakistan is getting for the war on terror are meant more for waging conventional warfare rather than counter-terrorism.
While Pakistan has been after US to get `strategic’ UAVs like `Predators’, the latter has so far only agreed to supply `tactical’ unarmed `Shadow’ drones for intelligence-gathering missions.
`Predators’ and `Reapers’, controlled from hundreds of miles away through satellites, can unleash havoc with their `Hellfire’ missiles, as is being witnessed in the ongoing American operations against Taliban in the Af-Pak region.
The importance of UAVs in modern-day warfare cannot be overstated, both for their snooping as well as targeting capabilities. Indian armed forces are slowly but surely emerging as big-time drone operators, having inducted well over 100 UAVs since the 1999 Kargil conflict.
These primarily include Israeli ones like Searcher-II and Heron, as also some Harpy `killer’ drones designed to detect and destroy enemy radars by functioning like cruise missiles.
Under the latest deal, Navy will now get two more Herons to add to its UAV fleet of eight Searcher-II and four Herons, which are being used for maritime surveillance up to 200 nautical miles.
There is also the ongoing Rs 1,163 crore joint IAI-DRDO project for NRUAVs (naval rotary UAVs) or unmanned helicopters operating from warship decks for advanced ISR (intelligence, surveillance and reconnaissance) missions.
As reported by TOI earlier, Army is also going in for two more `troops’ (8 birds each) of advanced Heron UAVs for Rs 1,118 crore after the Defence Acquisitions Council approved it in February 2009.
Apart from using UAVs for spying and directing precision-guided munitions, IAF is now looking to induct Israeli Harop `killer’ UAVs from 2011 onwards. Like the Harpy, Harop drones are capable of loitering over targets before they explode into them. But what makes them more advanced is that they also have electro-optical sensors to make them capable of even hitting important enemy military installations like missile sites.
While Harpy and Harop are kamikaze UAVs which perish with the targets, Predators and Reapers are more like fighters since they return to their bases to get a fresh stock of missiles for new missions.
The next phase will be that of full-fledged UCAVs (combat UAVs) being currently developed to replace manned fighter jets for medium and long-range conventional or nuclear bombing missions.
India, on its part, has also set the indigenous ball rolling. After Nishant and Lakshya drones, DRDO is developing the `Rustom’ MALE drones, with the Army keen to induct seven `troops’ of them.
Moreover, as reported earlier, Army also wants to induct man-portable `mini’ and `micro’ UAVs for short-range surveillance and NBC (nuclear, biological, chemical) detection in the battlefield. Army, in fact, wants to induct these miniature spy drones right down to the battalion-level by 2017.

Navy on aggressive acquisition; plans to have fighter planes
NEW DELHI: Indian Navy plans to take up aggressive acquisition programmes in aviation including induction of fighter planes and multi-role helicopters for its fleet, its Chief Admiral Nirmal Verma has said.
“We are acquiring our ships, aircraft and submarines in accordance with the Navy’s current Maritime Capability Perspective Plan. There are presently 40 ships and submarines on order,” Verma said.
He said in addition, Navy has aggressive acquisition programmes in aviation including induction of Mig 29K, the acquisition of Boeing P8I MPA aircraft, additional Kamov 31 helicopters and new multi-role helicopters.
“We would also by then have our indigenous strategic submarine force fully operationalised,” the Chief of Naval Staff said in an interview to recently published ‘Manas Defence Year Book’.
“The linking of all our platforms through ongoing efforts in data linking will realise the creation of a truly network centric force that is tomorrow ready. In sum by 2020, I see a modern and powerful Navy with a large indigenous component, manned by a highly tech-savvy manpower ready to meet the transformational changes,” Verma said.
To a question on expanding reach of Chinese Navy in Indian Ocean, he said the force views it with respect and not in confrontational terms.
“We appreciate that the economy of China, like that of India, is highly growth-oriented and, consequently, highly dependent upon energy. Thus, to sustain her economic growth, China — like India — must rely increasingly upon external sources of energy and raw materials.
“The principal sources of supply for both countries, lie either in the Indian Ocean, or (they) must travel across the Indian Ocean… Indian Navy views the PLA (People’s Liberation Army) Navy with respect and does not see it in confrontational terms,” he said.
Verma said as for the expanding reach of the PLA Navy impacting India’s security, “we must remember every nation has the right to establish friendly and beneficial relations with others, in accordance with its own national interests.
“We have confidence in our own national and maritime capabilities not to feel threatened by any country’s legitimate relations with another,” he said adding that the Navy is constantly working at capability enhancement and capacity building in pursuance of the country’s strategic requirements and doctrinal necessities.
Bravo BrahMos
The successful flight of the BrahMos missile on March 21 spotlights India’s status as a world leader in launching supersonic cruise missiles vertically from moving warships and manoeuvring the missiles at the supersonic speed of 2.8 Mach. Launching a missile in an inclined mode is relatively easy. But lifting off vertically from a rolling and pitching vessel, climbing, turning and cruising horizontally, performing manoeuvres, and precisely hitting the target is technologically a big task. Astonishingly, BrahMos performed its intricate manoeuvres at 2.8 Mach, with its propulsion fully switched on during the whole course of its flight. (Normally, when a missile performs manoeuvres, its engines will not operate.) Another highlight was the advanced indigenous software for way point manoeuvring that enables the low-flying missile to hit a target vessel taking shelter, for instance, behind a rocky island. This was the 22nd launch of BrahMos, a joint venture product of the Defence Research and Development Organisation of India and NPO Mashinostroyenia, a space-missile enterprise of the Russian Federation. BrahMos is a versatile, two-stage missile that is nine metres long and weighs 3.9 tonnes with the canister. It has a range of 290 km. It can carry only non-nuclear warheads. With a flight record demonstrating a high degree of reliability, it has already been inducted into the Navy and the Army. India has ship-to-ship, ship-to-land, land-to-land, and land-to-ship versions of BrahMos.
Nobody in their right mind wants lethal missiles fired to kill, destroy, and inflict damage on civilian targets. Since the BrahMos missile is all about enhancing defence capability, a vertical launch from a ship has several advantages. First, it ensures the vessel’s safety because the missile is pushed out vertically and its booster engine is fired in the air, allowing the ship to move away. Secondly, the missile in vertical launch can take on a target lying anywhere in a 360-degree range. Whatever the ship’s orientation, the missile can turn in any direction to pursue the target. Thirdly, the vertical placement enables accommodation of more missiles in less space in a warship’s cramped environs. The missiles are concealed inside the ship, providing them with long and safe storage and protection against corrosion. With India declaring that it would not use nuclear weapons first against another country, BrahMos becomes a formidable and highly cost-effective defence because it can hit any attacker with speed, power, and precision. Given its fast reaction — it takes off in four minutes from the time the command is given from launch headquarters — the missile has virtually no equal in a hypothetical conventional battlefield. ‘GSLV-D3 launch will be a landmark in indigenous technology’
PUDUCHERRY: The Indian Space Research Organisation (ISRO) will launch a Geosynchronous Satellite Launch Vehicle (GSLV-D3), fitted with an indigenous cryogenic stage, from Sriharikotta in April, and the Polar Satellite Launch Vehicle (PSLV-C15) in May, P. S. Veeraraghavan, Director of the Vikram Sarabhai Space Centre, said on Wednesday.
Terming the launch of the GSLV-D3 by April-end “a landmark in indigenous technology,” he said the vehicle would put into orbit an advanced communication satellite (GSAT- 4).
“So far we have been using Russian cryogenic engine.”
Mr. Veeraraghavan was speaking at the inaugural of a seminar on ‘Application of nuclear and space technology for the benefit of farmers,’ here.
The PSLV-C15 would put into orbit Cartosat 2B, an Algerian satellite, two Canadian nano-satellites and a satellite developed by students of various colleges in Karnataka some time in the beginning of May.
Growing demand
There was a growing demand for more communication satellites, especially from television and cable networks. Now the ISRO was launching four satellites a year. The number of satellite launches had to be increased gradually.
“The 11th Plan demanded 30 missions. To achieve the objective, at least eight satellites have to be put into orbit every year,” Mr. Veeraraghavan said.
Indian Navy delays sailing into new era of ‘invisible’ warships
Shivalik-class vessels have both air and anti-submarine capability and are fitted with a mix of Indian, Russian, Israeli and Western weapons
New Delhi: The Indian Navy has once again deferred the induction of a new class of indigenously built stealth frigates, the latest in a series of delays stretching over five years.
Once commissioned, the hard-to-detect warships will form a crucial component in India’s bid to build a blue-water navy capable of operating across oceans, defence analysts said. But the delays in induction reflect the need for “stronger political will” to carry the process through, analysts said.
INS Shivalik, the first of 12 Shivalik-class vessels, will be commissioned “by the second week of April,” said Parvez Panthaky, spokesperson of Mazagon Dock Ltd, which is building the ship in Mumbai. “The commissioning date is being finalized with the navy.”
Two more Shivalik-class frigates, INS Satpura and INS Sahyadri, “will be commissioned within a few months of each other,” he said.
In January, when a model of the 4,800-tonne INS Shivalik was showcased in the Republic Day Parade, the navy had announced that the ship would be commissioned in March. The project, envisaged way back in 1997, was initially scheduled for commissioning in 2005.
Stealth frigates have advanced features designed to reduce a warship’s signature.
“INS Shivalik has stealth features against radar and heat seekers,” a senior naval officer told Mint on condition of anonymity. “Its underwater signatures are also reduced through technical means.”
The navy already has three Talwar-class stealth frigates, bought from Russia. But the Shivalik-class vessels are being built entirely in India.
Shivalik-class vessels have both air and anti-submarine capability and are fitted with a mix of Indian, Russian, Israeli and Western weapons. This includes Club anti-ship missiles, Shtil surface-to-air missiles, Barak air and missile defence systems and RBU 6000 anti-submarine warfare rockets. They will carry two advanced helicopters each.
Powered by gas and diesel turbines, the ships are capable of speeds in excess of 30 knots (55.5km) per hour. The cost of building each ship will be close to Rs2,500 crore, the officer said.
Sweden and France were the original builders of stealth ships, followed by Russia. While most major navies are now buying the ships from those countries, India is among the few developing them on its own.
The Union cabinet approved the navy’s so-called Project 17 to construct the 12 stealth frigates almost 13 years ago. The navy ordered the first three vessels in 1999 and the construction of INS Shivalik was launched in 2003, while INS Satpura and INS Sahyadri began in 2004 and 2005, respectively.
Deba Ranjan Mohanty, defence analyst and author of Arming the Indian Arsenal, said the Indian stealth frigates were on a par with the best in the world. But he added the navy needed at least 36 stealth frigates and destroyers in the next 10-15 years.
“Blue-water navies require longer reach. Frigates and destroyers are essential. We should be able to acquire two more aircraft carriers in the same period, and at least one of them should be indigenously built,” said Mohanty, senior fellow at the Observer Research Foundation, New Delhi.
The US, the UK, Russia and France are widely regarded as having true blue-water navies, while Italy, Spain, Canada, China and Australia have limited blue-water capabilities.
Both Mohanty and the naval officer said the development of the frigates was “capability-oriented” or driven by India’s increasing maritime responsibilities and interests, rather than the result of a threat perception.
“India’s aspirations are a blend of both offensive and defensive capabilities—offensive for force projection and defensive for constructive purposes,” said Mohanty.
The commissioning of INS Shivalik would raise eyebrows in Pakistan, which has no stealth frigates, and China, which has a fleet of around 30 such warships, he added.
“China is very closely watching the development, though it won’t make any noise about it. We may hear some reactions from Pakistan,” Mohanty said.
He added Pakistan’s navy has been acquiring advanced submarines such as the Agosta 90B, and may also try to induct stealth frigates in future as a response to India’s soon-to-be-augmented capability.
The Chinese and Pakistani missions in New Delhi declined to comment on the issue.
The delay in INS Shivalik’s commissioning reflected the need for the defence agenda to remain constant, regardless of political change.
“Priorities should be consistent,” he said. “The sanction for such programmes should be continuous.”
Isro unit to start building space capsule for manned mission

The Indian Space Research Organisation (Isro) will begin building a space capsule to carry two astronauts on its maiden manned mission, scheduled to take place by 2016.
Isro’s satellite centre will fabricate the three-member capsule using anthropometric data, or information on physical attributes peculiar to Indians. The centre will also bridge the gap in developing key restricted technologies and help plan for future missions to the moon.
Unlike the US space shuttles that glide in from space to land on a runway on their return, India will follow the Russian and Chinese method of recovering the space capsule after it drops into the ocean.
Ensuring the safe return of the occupants of the capsule, which will be launched by a rocket, will be critical.
“Reliability should be one order high. We can’t risk human life. They should be 100% safe,” said S. Ramakrishnan, chief executive of the human space flight programme at Isro. “We need to build multiple redundant environments, a crew escape system at every stage to bring them back safe to earth.”
As part of the preparatory effort, a team of Indian astronauts will take part in one of Russia’s manned missions, Ramakrishnan said. Rakesh Sharma, India’s first astronaut, flew on a Soviet space mission in 1984.
The government is yet to give its nod for the Rs10,000 crore project, which will put India in a select club of nations that includes the US, Russia and China, which have undertaken manned space missions. So far, the government has sanctioned Rs380 crore for preliminary work.
“We are awaiting the project approval. Once we get it, work will begin full swing, ” said S. Satish, Isro spokesperson. The Planning Commission gave its nod to the programme in February last year.
Isro will work with other national bodies such as the Defence Research and Development Organisation (DRDO), the National Aerospace Laboratories, the Armed Forces and academic institutions such as the Indian Institute of Science and the Indian Institutes of Technology for the manned mission, more than five decades after Yuri Gagarin made the first ever such trip in 1961.
The capsule for the one-week mission in low-earth orbit will have an earth-like atmosphere with oxygen supply and a real-time health monitoring system for the safety of the astronauts. Initial work on a space suit has begun at the Defence Bioengineering and Electromedical Laboratory, or Debel, a unit of DRDO in Bangalore, said C.V. Padaki, director at Debel.
Simultaneously, Isro is validating key systems for life support, rescue and recovery apart from new mission-management and control systems for the programme. Besides the astronaut training centre in Bangalore, a new launch pad for the manned mission is being built at Sriharikota on the eastern coast.
Isro first tested its capsule recovery technology in 2007, which involved heat-resistant materials necessary for the re-entry. Isro will conduct at least two unmanned space missions in the next four years.
“Building technology takes time, but the confidence we build through this project is enormous. It will take us to the next level,” said Roddam Narasimha, one of India’s foremost aerospace scientists.
The Institute of Aerospace Medicine (IAM), a unit of the Indian Air Force in Bangalore, has been studying pilots and the way their bodies behave in fighter jets and test conditions that replicate the vacuum of outer space. In the next two-three years, IAM will shortlist pilots who will be trained to become astronauts, from which the final two will be selected. “While we do this, we are also upgrading our existing infrastructure to train the astronauts,” said Air Marshal P. Madhusoodanan, director-general of medical services.
The rocket for the mission, known as the Human Space Flight Programme, is still to be proven. India’s heaviest rocket will blast off later this year: a geosynchronous satellite launch vehicle, with an indigenous cryogenic stage—an engine powered by liquefied oxygen and hydrogen that can hurl large communication satellites into orbit.
Isro’s challenges include the rocket having to be man-rated, which means having an error of one in 1,000 operations, before it can be used to send up an astronaut. Once proven, it can launch a 10-tonne space capsule in lower-earth orbit carrying three astronauts, said Ramakrishnan.
HAL Sunabeda unit gets new facility for Sukhoi-30
The engine division of Hindustan Aeronautics Limited (HAL) at Sunabeda in Orissa’s Koraput district has got a separate overhauling department for Sukhoi-30 MKI fighter aircraft.
The facility was inaugurated by Union Minister of state for defence, M M Pallam Raju on Saturday.
The people of the state must be feeling proud for having a division of HAL at Sunabeda, Raju said. He also visited the M S Swaminathan Research Foundation at Jeypore in the same district.
The minister, who reached Sunabeda in a special helicopter, also reviewed the performance of the engine division of HAL, a public sector undertaking of the Government of India.
The engine division of HAL has a long term plan to undertake manufacture of AL-31FP engines for Sukhoi-30 KLI aircraft under license, sources said. The division has a unique distinction of manufacturing almost all types of components required for the manufacture and overhaul of engines and spares for service exploitation.
Sukhoi-30 MKI is a twin-engine military aircraft developed by Russia’s Sukhoi Aviation Corporation and is overhauled at the HAL’s engine division at Sunabeda before being supplied to the Indian Air Force (IAF).
