I think the Navy should do an outright purchase of 6 subs from a European Shipyard to Augement the locally license built ones.
but if you buy Gripen C/Ds then you need to get western weapons like the AMRAAM, Iris-T, AGM 65-Maverick and AIM-9. the ex-Soviet weapons won’t work on them. so you will need to get NATO pylons to get those Gripen C/Ds. the existing stockpile of Soviet weapons won’t work on the Gripen unless Romania pays for integration and that would be a lot more than purchasing NATO pylons..
the MiG-21 Lancer with the upgrade can still use whatever weapons it used before upgrade, so there was no need for NATO pylons- the same is true for other Eastern Euro nations that use MiG-29s modified to be NATO compatible.
I do not think any Soviet/Russian aircraft are an option for Romania at the moment. It is between the F 16 and Gripen. Gripen A/B (inspite of not having NATO pylons) operates western weapons like Amraam and Sidewinder. U don’t need ‘NATO’ pylons to operate these weapons with Gripen A/B. A limited upgrade would make them compatible with NATO operational standards (hell they could even do that with MIG 29).

I think that India needs some strategic ties to accelerate its programme & I suggest:-
RR+Bae for Adour 821, more Hawk, Ej for LCA & also Kaveri-2 (and not with snecma)
EADS + BAe for LCA, NLCA, UCAV, MCA
I prefer RR + EJ combine for Kaveri-2 as they already have a 90kn engine which can grow to 105-120kn and also TVC unlike Snecma
Honeywell F 125 for Jaguar
T 50 Golden Eagle for AJT
GE F 414 for LCA engine.
