Bombing tanks firing on a city is one thing, but it will be a stretch to be bombing unarmed trucks driving on a road. The UN mandate is to protect civilians not help the rebels win the war.
Even if the rebels win in Bengnazi they will face the same problem and then some if they try to take population centres already controlled by pro-Qaddaffi forces. If the rebels start assaulting say Tripoli, even the most biased commentators will be hard pressed to argue how the UN mandate allows foreign air power to aid them.
As I said before, this could easily lead to another Kosovo with a stalemate and a part of the country breaking off.

Don’t you see the theme in all this ? It would happen to each one of them at some point and finally the Middle East will be a great democracy.

and “tech transfer” I presume does not involve OEM’s internal developemental and engineering data. to the levels of detail that you needed to do the analysis. usually the “tech transfer” in these license deals are good enough for a Knock-down kit assembly may be some parts manufacturing per spec, anything beyond that is very improbable.
with out OEM’s full comitment you may just have to do it with reverse engineering and cross your fingers.
and even with OEM’s full comitment you not be an easy task as you think.
India has an extensive history of carrying out upgrades and integrating third party weapons. It is not that difficult once you know the radar source codes etc.
For example Derby was integrated with Sea Harriers with Israeli help, I think it was the first time that missile has been integrated with that airframe.
Helicopters will be extremely vulnerable to SAMs. DEAD missions will be the priority I think.

Then theres the question of American weapons; what kind of access would India have with those? Would they be allowed to keep their own stock pile of US weapons on a particular base? Maybe, but having a stock pile of the likes of American cruise missiles stored somewhere on an Indian air base where Russian aircraft and possibly Russian boffins are, maybe not. This is where sanctions come into play and we all know that India are not very fond of those.
To put it in simple terms; if the US are unwilling to share ToT and what not and India having very close military ties with Russia and wanting the freedom to do what they like with the winner, then the US types aren’t worth the effort of looking at.

Americans have no chance of winning with their conditions, there won’t be any such.
Americans have to do the requisite amount of ToT as well. In this climate they could use our money and will do so if they need to win.
