It is not a matter of possibility, it is fact that Russia intends to buy the definitive PAK-FA, why do you think they have been developing it, Indian or no Indian participation? They just intend to start purchases as soon as possible, even without “second-gen” engines. Once the second tier engines are completed, there will be no more purchases of “legacy-engine” PAK-FA, so two tiered fleet is highly unlikely.
Even if India wanted to buy PAK-FA as early as RuAF, that is, mid-decade, it would be impossible. Production would be entirely loaded with domestic order, and HAL production is a looong ways off.
In the event, nothing wrong with waiting until the end of the decade to start purchases.
