What needs to happen is a steady supply of 22350 ships throughout the decade, the big money can be spent on more 885s.

Research, development and construction all together would cost less? I am not so sure about that. When I say modernized 1144 I am talking about Nakhimov, not starting from say Lazarev. Nakhimov exists today, those 9000 ton destroyers wont appear until past 2020, if ever.
