that makes sense !! according to what you want , the exact opposite is the logical choice !!

erm, we all are, by nature!
One picks a partner to ensure the offsprings we have are healthy etc. and are likely to have a good spell at life.
We (As a race) do not seek to have unhealthy offsprings. We do not wish to breed with people/races/creeds that we do not like or agree with.
Put a science label on it and call it a Eugenic, but we are all actually born to do that.

i believe we had a bit of a dispute with a nation with attitudes like this !!

here’s my take on it !!

it is not a rise in offenders causing a rise in overcrowding in prisons !!

it is a pi*s poor attitude to mental health

at one time we had institutions with facillities and help if needed

now we have ” care in the community ” and trusting mentaly ill to self medicate

then stand there dumbfounded when the innevitable happens

and someone dies !!

there are killers that pleaded for correct help but got ignored even though they said they felt like they were going to kill someone..

then we put them somewhere where mind altering drugs are readily available

and call for them to be put to death

As for deterring people, look at the harsh punishments dished out in some Arab states, people still commit crimes there knowing the potential risk.
