The amount of the single point leak (high level access) makes for an organized release of information.
An engineer or a designer, or in this case, a contractor have scarcely such wide access to this kind of project. Think that a submarine is a much more complicated thing than an airplane and even there, nobody at such lower level is granted similar access.
We don’t know why all those doc were transplanted where they were found. And it will be conjectural only to guess so with the low amount of material we have here (but not by who’s profile). But, what can be said is that there are enough provisions to speculate at which level this decision was taken.
This is why I mentioned in Nicolas thread the disfunctionning nature of Fr arm sales structure (character dependency)* .
