Igor Grigoriyev, Commercial Director, NPO Saturn, interviewed Dec.’08
c/o Igor’s blogspot:

What niches are still open for NPO Saturn?

After all, it often happens: an agreement is signed, but the essence of the terms outlined in it does not coincide with what the signatory parties keep in their heads. Our relations with China often represented the following pattern: we sell a number of engines, whereas the other party uses them for copying. We want such an approach no more. In current talks with China we are proposing to build such relations where none of the partners would have either possibilities or desires to cheat. It would hardly be possible to cooperate with China in the same manner as with France under the SaM146 project. We need to look for another ver*sion. Saturn has proposed a variant of cooperation which is under considera*tion in China. We are looking forward to a reply to our proposals. That is, an optimal form of rela*tions with China hasn’t been developed yet.

…The Chinese can manufacture almost any product. However, there is no an established [Engine] design school in China, whilst we cannot «sell» our design school because this is our last resource. That is why we offer the Chinese party the following: order engine development from us, we shall jointly manufacture the engine, reserving only key technologies.

Coming back to the military subject, has China shown any interest in heavily upgraded versions of the AL-31F engine?

– NPO Saturn has done a lot of upgrade work on the AL-31F engine. We have developed its several versions surpassing in their performance the products from other Russian enterprises working in the same area. The Chinese customers are showing considerable interest in them. There are plans redevelop special versions around these upgrades for Chinese-developed warplanes.

http://igorrgroup.blogspot.com/2009/11/russian-intention-towards-china-we-want.html

The AL-31FN is built by Moscow-based Salyut Machine Building Enterprise. The development of the AL-31FN was completed in 2000. Between 2002 and 2004, Salyut delivered 54 AL-31FN engines to China, with a unit price of US$3 million. A Russian source also confirmed to Interfax that China was seeking to maintain and repair these engines locally in a Chinese plant.

In July 2005, Russian media reported that the state-owned arms trading company Rosoboroneksport has concluded a US$300 million deal with China for the export of an additional 100 units of the AL-31FN engine to be delivered within the next three years. China also reserved the right to order a further 150 units by 2010, and may consider a licensed co-production.

Salyut has also introduced an improved version of the AL-31FN, featuring a fully variable, all-aspect thrust vector control (TVC) nozzle and an increased afterburning thrust of 124.54kN (12,700kg, 27,998lb). Currently Salyut is actively marketing the engine to China, but it is not known whether this engine will be fitted on future production J-10 fighters.

Shenyang-based AVIC Aviation Engine Institute (also known as 606 Institute) and Shenyang Liming Aero-Engine Group carried on the development of the indigenous WS-10 throughout the 1990s and early 2000s. The revised design, possibly based on some of the AL-31F technology, was known as WS-10A, or “Taihang” in its commercial name. AVIC I announced that the development of the WS-10A was completed in November 2005.

The WS-10A is slightly larger than the AL-31F in size. The engine is reportedly rated at 73.5kN (7,495kg, 16,523lb) dry and 110kN (11,217kg, 24,729 lb) with afterburning, which may result in slightly reduced aerodynamic performance in the WS-10A-equipped J-10.

http://www.sinodefence.com/airforce/fighter/j10.asp

Addendum: China ordered a further 100 AL-31FNs 02/09 so that’s 254 AL-31FNs delivered/ordered to date. Hardly a ringing endorsement of the WS-10a, huh, Showtime?

Why does it help the IAF to have a F-16 with a re-fueling probe? :s

Because with all the ‘US Govt. Terms & Conditions of Use‘- that’s all they’ll be good for, burning expensive kerosene.

Scrap MMRCA, buy another 100 Su-30MKI (or even better, Su-35s) and be done.

Eurofighter Sees Meteor, AESA in 2015

Nov 17, 2009

Robert Wall wall@aviationweek.com

Dubai Airshow

The Eurofighter Typhoon consortium is targeting fielding of an active electronically scanned radar and the Meteor ramjet-powered air-to-air missile in 2015, says the consortium’s chief executive, Enzo Casolini.

Discussions are still underway both between industry and with the government over the way forward. Casolini says that talks have been progressing in the past 3-4 months that are showing the way to finding “a technically feasible and affordable” route by around year-end, with hopes the talks with governments (the U.K., Germany, Italy and Spain) will wrap up around February.

There are several industrial approaches under discussions, with the Captor-E, an upgrade of the current Captor-M, and Selex Galileo working on a “swashplate” configuration, which is a canted radar on a rotating mount. Casolini believes a swashplate will be part of the eventual industrial approach.

The AESA and Meteor are seen as critical for export campaigns for the Eurofighter, which is trying to secure orders in several countries, most significantly India and Japan where the consortium faces stiff competition. In India, Typhoon is due for its flight trials in April, with further flight tests in Europe due in the second quarter of 2010.

Eurofighter also is in continued talks with the U.K. and Saudi Arabian governments of transferring Typhoon production to Saudi Arabia. The first six aircraft delivered so far have come off the U.K. assembly line (two more are expected this year), with production to shift at aircraft 48.

Yeah, I noticed the Su-35 mentioned too, Scorps. I’d love the IAF to buy a few dozen……and I certainly wouldn’t put it past Mr. Pogo to come up with a deal.

Are you brain damaged? Or are you seriously THAT disengenous?

We are talking about PROCUREMENT, not R & D.

For Christ’s sake man!!! First you set up a ‘Bad news for the F-35‘ thread, then you abuse people posting bad news on it- get a grip!! (or is there some sort of bizzare reverse-Freudian flawed abstract sarcastic reasoning at play).

Oh, btw the Israelis are costing the first 25 PROCUREMENT @ ~US$130M per unit, for the indigenously customised version.

Somebody correct me if this is, in fact, good news.

There seems to be a large pod attached to a belly hardpoint. What is it?

I think it’s a 1,500L centreline droptank.

Was this taken @ Zhukovsky (MMRCA shakedown)? This could be the new-build ’35 Barkovsky was on about @ AeroIndia 07 (if it’s not a ’29KUB).

Doesn’t the main gear appear ‘taller’?

Russia will remain India’s largest defence supplier for some time to come, with ongoing arms contracts and projects in the pipeline worth well over a whopping $15 billion.

The relationship will only head further north since India has shown interest in acquiring more Russian military hardware and software. This, for instance, includes 50 more Sukhoi-30MKIs to add to 230 of these `air dominance’ fighters already contracted for over $8.5 billion, as also an additional 29 MiG-29Ks for $1.12 billion after the first 16 of these maritime jets were bought for aircraft carrier Admiral Gorshkov.

Then, of course, there are three crucial joint R&D projects. One, the Sukhoi T-50 PAK-FA fifth-generation fighter aircraft (FGFA), whose overall development costs are pegged by Russia to be around $8-10 billion.

“During the October 14-15 meeting, Antony will emphasis India’s interest in ensuring FGFA’s development is completed by 2016 and IAF can begin inducting it by 2017,” said an official.

http://timesofindia.indiatimes.com/india/India-Russia-to-ink-new-military-pact/articleshow/5107056.cms

Anybody shed light on these figure$- surely that is too low for PAK-FA project R&D alone (?)
Is that Indian Govt. contribution to the PAK-FA project as a whole including licensed production or just for development of the FGFA?
