IAF only affording small quantities of western products with no control over maintainance and upgrades. I doubt you can afford more than a token F-35 in reasonable time. First you need to upgrade airbase like Norway and Australia.

1 ) Why does Russia spend so much $32.76 Billion on Police/Law Enforcement Force , Dont the Local State have their own budget for Police ?
2 ) What is Social Protection Money so High at $71 Billion , its the highest of Budget Expenditure ?

Real expenditure for military will be several times larger than budget figures. No country do size and scope of military exercises that Russia do.

So even if they want to buy them, it will be some time before they will actually be able to take deliveries.

I will put Irak as by 2020 just Lukoil alone will be producing 2m bpd . other russian companies on top of that. India will have to move quickly unless they want to pay unfront license fees for another factory in India.
