They started in the 90s and slowed down to stand-still by the lack of money nearly. The Russians dump nothing payed for already. By that we find elements from the former MFI in several Flanker variants. But technology is advancing and most of that can not be fitted into a new design like the PAK-FA any longer. To achieve a demanded level of system-integration all the related software has to be written new, tested and certificated in the end. All serious readers are aware about the related cost and time to achieve that level. Whenever the T-50 will enter its first frontline service in some years from now it will be limited to basic A2A similar the Rafale F1 f.e. with several further years ahead to reach later levels about that similar to the Rafale before to use a better known example about that. All the delays of the F-22/F-35 were/are still software related. A further serious setback from such a high level of system-integration is the software is affected by every change of some critical hardware too. The faulty oxygen-system of the F-22A is a prominent example about that.
I dont think there was stand still. after all Su-47 test example first flight in 1997. and Sukhoi has plenty of upfront money by selling licenses to China/India with plenty of system integration experiance from Su-30.
Rafale is no good example. Rafale despite using newer electronic scanning radar dont have real advantage over older radar systems of M2k-9/EF. Thats why every one wants AESA in Rafale.
Su-35 have nearly identical cockpit like T-50 with similar TVC systems.
There is no such continuity from F-16E to JSF or M2K to Rafale.
Su-35 systems and radars are sufficiently advanced to use all the long range weopons effectively. T-50 will certainly exceed Su-35 performance/electronic systems. It wont be like Rafale going in reverse.
Pilot transitioning from Su-35 to T-50 will not have that much big difference so more faster operational inductions.

Indian Navy clearly lack foresight even more than Indian airforce. (See Su-30 programe from 1990s). 1990s was the cheapest period for material and labor rates. every thing could have been done at less than $2b for larger carrier and all that experiance gained. Now things would have moved to Nuclear powered ships. China also bought a dozen SSK relatively cheaply.
Just for the ones who have blind faith in present Russian claims. The PAK-FA has still several years to go for weapon-integration like we learned about the present Su-35 f.e.
I would not think Su-35 is less challenging programe.
once you increase internal fuel capacity to 11.5 tons in relatively small airframe with TVC not chubbier like stealth fighter the stresses will already at loaded stealth fighter.
even if they start at zero in 2014 for weopon integration. the long range verstile weopons early adoption is itself advantage.
when will be Norway NSM trials start with F-35 and that does not have comparable range.
One thing about PAK-FA they are putting longest range and newest missile from earlier on. There is no guarantee that early blocks of F-35 will be getting Meteor or long range strike weopons. Programs are not more than 2 years apart.

The UPG is basically an SMT phase II which served as a base for the Malaysian MRCA project (albeit in the new airframe) and later became M2 – radar and mission computers are identical for all mentioned.
MIG-29UPG dont have RD-33MK and soon MKM engines. and wing area is smaller than larger wing from MIG-29K. FBW system in M is new.
the Brazilians have saw the light that is the decline of the 4th gen and the rise of 5th gen alternatives, especially with revelations of the UK intending to replace their typhoons with F-35s in the future. They will probably wait until they see F-35 being offered, or China and RUssia is willing to export, and what KFX and TFX will result in.
Brazil can look around for couple of more years.
It is not so much decline of 4th generation fighter. F-18E has one of longest production run. Rafale/EF production per year didnot reached F-18E and neither of them has stirke abilities developed soon enough. There is no EF-18G version of either of them.
Even the export performance is not stellar Austria ones are bare bones fighter. Only 24 EF with out AESA flying with Saudi 6 year after the contract.
I dont think Rafale will do much better if India deal is signed.

All cynicism and bitterness and nationalist posturing aside, I think one can readily acknowledge that the risk in such a joint venture is mostly if not entirely on the French side: they don’t have evolved F-35, X-47, NGAD, etc. to turn to if things start to look too difficult/expensive in a future election cycle. As such, one can expect the French to take a fairly hard line re: design/workshare so as to insulate their industry (and therefore strategic autonomy) from vagaries across the channel, and this hard line will itself likely bring about the collapse of any negotiations, just as occurred with FEFA.
The commitment issue is a structural/strategic one, not simply a matter of political mudslinging or snide comments about Typhoon vs. F-35. Brazil would be a better partner for France than the UK because Brazil would be committed to the project in a way that the UK would not and cannot be.
Even if Brazil is commited it does not have relevant technologies (that will decrease the cost of R&D) and money to spend on single project.

i gave salaries net of tax which you can consider highest for given level of experiance. and at some point in next year 8 years when all this military expenditure is done. Russia will use its military power in manner that will heavly tax free rider countries like Japan/Korea/Taiwan/Germany/Arabs
As the biggest burden of military is opportunity cost when so much human resource capital from Phd to industrial workers are consumed in non productive less money making military sector while all these free riders make latest Auto, consumer electronics and buy all the shopping centers. With just 3-4 % growth projected honestly I dont know from where they are going to generate that kind of money ,they are spending huge amount of 23 trillion and over and above military budget.
