India is not even in the program Japan is not entitled to “Workshare”. That can legally only go to full JSF Partners (MOU signatories).
The work that Japan got came from either its own jets or was part of LM & P&W’s Workshare as part of the contract negotiations.
There is a lot you can integrate if there is an interface in place.
This does not mean you have unfettered access to the source codes.
I am not saying this is absolute as I am only going off what I have seen in print.

Block 60: Political Issues
In the course of development, 2 key issues came up with respect to the F-16 Block 60. One was the familiar issue of source code control for key avionics and electronic warfare systems. The other was weapons carriage.As a rule, the software source codes that program the electronic-warfare, radar, and data buses on US fighters are too sensitive for export. Instead, the USA sent the UAE “object codes” (similar to APIs), which allow them to add to the F-16’s threat library on their own.

Turkey was the first (and only, IIRC) F-16 Customer to get access to the code in 2012.
Even then, it was only because Turkey was hosting radars for the missile shield.
Show me where you see in the MOU where ANYONE outside the US would have access to the source codes?
It was never going to happen and they all knew it.
For that matter, the F-16 source codes are still not available but you don’t see all the global users throwing a fit.
The whole issue now is that with Cable News, the Internet, and our 24-hours news cycle, things that nobody cared about “back in the day” are now being blown out of proportion in order to fill airtime.

Basically the USN has new planes that they can depend on (Super Hornets & Growlers) and has much more expensive things to pay for (Carriers, LCS, Subs, etc).
Everybody else needs to replace very old planes and does not have many other items to pay for that are more expensive.

SAMS Lock and start tracking on egress. Your planes are a 4 ship, any package youd like.
It basically comes down to two package types, VLO and everything else.
Weapons will be similar with either package.
Without VLO you will be needing ISR, dedicated jammers, escorts, decoy flights, etc (I’ll post a pick below that puts it in perspective).
With a VLO package, you have more freedom to pick & chose what you engage and how you do it without a large support package. The F-35 will also be able to automatically detect, locate, classify, and share information about any militarily-relevant target it comes across whether it’s a radar that pops up, a plane taking off, a jammer going active, or a radio starting to broadcast. Obviously the relative times for each will vary. As the radars start to go up, their relevant threat cones are presented to the pilots to give them the greatest chance of egress either by attacking those radars or by locating & evading them on the way out.
As far as a Block 4 F-35, it will add more tools that will make the job easier. Besides SATCOM, ROVER, and advances in radar & other sensor modes, and the Advanced EOTS that was announced this month, we can expect more A2G munitions like JSM, Spear1 (Brimstone2) & hopefully JAGM, JSOW-C1, SDB2, LJDAM, JDAM-ER, etc. MALD-J is also available either naively or through a support assets launched well away from the front lines.

@haavarla: That was lag with DAS & Gen1 helmets that was the issue which was fixed with the Block 3i & Gen3 helmets.
@Hotshot: Nothing would stop you from doing so as it’s just connections & the RAM seal that needs to be redone.
ROVER for the F-35 will come as a Block 4 software upgrade to the CNI (think software radios) and is not dependent on an upgrade to EOTS.
The reason that ROVER was originally part of a Sniper/ATFLIR pod is that it would have been too expensive to add to the core capability of the aircraft itself.
Since ROVER will be part of the basic CNI of the F-35, it will be able to transmit a video image from any source, not just from EOTS.
Excellent news for program. Please give us also Rover (awaiting for FMV)!
The ROVER data will be coming from the CNI upgrades in Block 4 and are not dependent on an Advanced EOTS upgrade.
It’s just a software upgrade to the radios.
An advanced EOTS will be part of a Block Upgrade and as such all F-35s that get that Block will get the Advanced EOTS.
