I am not saying that it is perfect, just that it is in a constate state of upgrades (unlike others like the Meteor).
There are also intra-block upgrades that are seen in the budget.

As you can see below, SIP improvements come to the program almost yearly.
As far as GPS goes, nobody knows for sure what caused that drone to do a belly-flop in the Iranian desert. What can be proved, however, is that during the Iraq war US forces used JDAMs to target Russian GPS jammers (just to make a point on how ineffective they were).
Air Force Major Gen. Victor E. Renuart Jr. said Tuesday in a press briefing at U.S. Central Command in Camp As Sayliyah, Qatar, that six GPS jammers “provided by another nation” were taken out of commission by U.S. forces.
“We destroyed one of the GPS jammers with a GPS weapon,” Renuart said.
