I have no doubt that the Pak Fa will be a successful program considering it’s history. But, you have to take a historical perspective when judging where this program is heading.
The US has a HUGE lead in time and operational experience in the areas of AESA radars, RCS shaping, LO treatments, integrated avionics, weapons, naval operations, etc.
I just do not believe that anyone, not just Russia, can overcome that kind of lead on their first try.
You are right in that I should not have said “Never”. How about extremely unlikely?
How about if I say they have a chance if they are accompanied by a squadron of Sus’s flying in formation?

Gov development is necessary for economic reasons. Private industry could not pay for 5th Gen fighter development.
My reference to dominance was in relation to the quoted article. The article quoted that the Pak Fa was;
In late January 2010, the PAK FA made its maiden flight, ushering in an end to an era of US dominance of stealth, fifth generation fighter aircraft.

Your #1 has to be split into two categories. Pak Fa’s on Russian ground or in a client state.
Attack on Russian ground is not likely, even today, let alone at some point in the future.
That leaves client states. The US Dominance in this are is not likely to ever be challenged.
Even considering “ushering”, the T-50 in it’s final form, will not likely be on par with either the F-22 or the F-35 and it will NEVER be produced in quantities to challenge the US’s dominance in this area.

The US has not lost it’s dominance in the area of Stealth aircraft, just it’s monopoly. Actually, we still have that till the PAK FA goes IOC.

OR… Our radar and defensive electronics have progressed faster than optics thereby negating the need for IRST.
Now, with the advent of VLO fighters and the ROW catching up with radar tech and defensive electronics, we have decided that an advanced IRST would be a good addition to have.
I still think they should have included the F-22’s AIRST. Damn bean counters!!

It’s a simple Typo. They copied the numbers from FY2010.
Another glaring example of a typo is on the FY2011, under “Total FY2011”. They added the normal buy (22 @ $148.9) and the OCO (Overseas Contingency Operations) buy (1 @ $127.7) for a total of $276.7 instead of an average of $147.9. They added the “Weapon System Cost” instead of averaging also.
P-1 contains more than just the production of a F-35.
P-1 also includes :
Airframe PGSE (peculiar ground support equipment)
Engine PGSE
Avionics PGSE
Peculiar Training Equip
Pubs/Tech Data
Other ILS (Instrument Landing System, likely upgrades to airbases)
Production Eng Support
These are all things that can change from year to year and have nothing to do with the actual production of a F-35.
Try and compare apples to apples.
