Basically, Tile is smaller & cheaper but Brick arrays are easier to cool thereby allowing greater power levels.

They stopped building 2B jets years ago. Lots 2-5 (through FY2011 jets) need the 2B upgrade and everything after that is 3i until the 3F started rolling off the line this year. Some of the Lot 2-5 jets are getting upgraded to 3i/3F which is why the actual number of jets that may be staying at 2B for a while is a little fluid. Remember that this is not a plan set in stone, only one of many proposals.

They are talking about F-35 training units that already fly the aforementioned Block 2B jets.

Take a look at the map.

Most of those at Luke AFB, Eglin AFB, and MCAS Beaufort are training F-35s that will never need to see combat.
