While no supplemental funding will be needed for fiscal 2017, the JPO will need to request about $530 million more than planned to pay for developmental flight testing and initial operational test and evaluation (IOT&E) flight tests in fiscal 2018 and 2019, said JPO spokesman Joe DellaVedova.
“Most of this needed funding will come from other F-35 JPO funding sources to minimize the impact on the US services and [Department of Defense] overall budget requirements,” he said. “No additional funding will be required from the international partners.”
The program office outlined the new funding requirement during a recent Defense Acquisition Board meeting, Bloomberg News first reported this week.
Half of the $530 million sum will help cover unforeseen issues such as the 2014 engine fire and this year’s delay in testing 3F software, both of which added to schedule risk and cost, DellaVedova said. About $165 million will pay for new requirements that cropped up over the past few years, and $100 million will cover funding that was removed from the F-35 System Development and Demonstration (SDD) program budget line two years ago.

For products bought by the Pentagon, the technology baseline is frozen when the proposal is being prepared.
Only the requirements are frozen, not the technology behind them.
In your ROVER example, it’s only a video datalink, nothing more. It’s relatively simply yet did not make it because it was not required and would have caused more delays to get it in. Given that the F-35’s CNI is software based, it should appear in Block4 without the need for new hardware.
Another example of new tech being introduced to meed the pre-defined requirement of F-35, the TR2 hardware which includes all new CPU cards and improvements to radar and ESM modules.
A plane’s technology is based not on when the idea to build it was conceived, but on when it’s systems were actually developed.
Just as an example, the B-21’s computers, radars, VLO structures & coatings, etc are still being developed so what that will entail is not even known yet.
I may involve more than just money. It could be terms, risk assumptions, etc.

hard to find exact numbers, but its whole wing is a big fuel tank… that’s a lot of volume you’ll have hard time to find in the F-35
that’s one advantage of the delta wing, what counts is the sweep angle (more = better for transsonic and supersonic) and the relative thickness (thickness/chord ratio, and that’s where the delta has a big advantage, you can make it much thicker while having lower relative thickness and, therefore, less transsonic drag
you should look better , between the canopy shape (bubble vs blended) and wing chord alignment, there’s no comparison
reduce by how much? it uses the engine derived from the F-22… nobody complains about Raptor’s thrust as far as I know, and in the same time, you can better hide the turbine from radar waves and direct the flow more precisely
The X-32 did not have a bubble canopy as the spine rises up above the level of the pilot’s head and is quite wide. It does not have EODAS either to compensate.
The F-32 would have also lost the delta wing config so there goes most of your fuel.

The X-32 was a tadpole that had to completely redesign the wing & tail due to the failure of the original design. The 2d TV was only for hover, not for flight and you are just guessing on the rest.
Given Boeing’s complete lack of any VLO experience & it’s history with the SH, KC-46, 787, & V-22, I would not bet on them to do any better than LM.
The EODAS vid was from a much higher altitude so it will naturally have less detail in addition to the loss of detail due to vid compression.
