Just because you percieve these countries as unable to afford modern aircraft it would make absolutely no sense for a country to use nothing but its flagship in almost every case.
If the Angola team had a 747 at their disposal they are hardly going to say “Hmm, we are a 3rd world country, can’t be having anything as good as a 747 to transport us to the worlds premier sporting event, you got anything older thats a bit more fitting of our stereotype?”

Don’t know if anyone is interested but just sharing a few planes that the world cup teams flew out to Germany on:England: British Airways A320 G-EUUI arrived into Baden Baden (EDSB) from Luton as BA9200
Angola: TAAG Angola 747-300 D2-TEB arrived at Hanover.
Ukraine: Ukraine Intl 737-400 UR-GAP arrived into Berlin (TXL)
Japan: JAL 747-400 JA8909 arrived into Frankfurt (FRA)
Poland: LOT ERJ-170 ??-??? arrived into Hanover
South Korea: Asiana 747-400 HL7423 arrived into Frankfurt (FRA)
Trinidad and Tobago: BWIA A340-300 9Y-JIL arrived into Frankfurt Hahn (EDFH) as BW1930 and went back to Port of Spain as BW1931 via Heathrow.If anyone else has any other info on team planes, that would be great.

The SN BAe 146 in the photo – OO-DJG, is called “Stinker” owing to the fact that it has tatty, worn seats and smells like the inside of a used sick bag. I know that plane well, we are often lumbered with it on flights out of Brussels, both to MAN and BHX. We must be due to fly on it to or from NCL as well.
