we talking about the countries which have budget constraint and an air force is a luxury item. What about a rich countries, but so peaceful that they don’t need an air force?

A Filipino PAF T-610 Cali, developed from the AJI Super Pinto COIN demonstrator aircraft, which was itself derived from the Temco Model 51 trainer. The Super Pinto did not attract orders from the U.S. Air Force after its COIN trials in 1971, and lay dormant until the prototype was purchased by the Philippine air force Self-Reliant Development Wing. It was intended to help build up an indigenous Filipino aircraft manufacturing capability, but nothing further came of it.
