I could.
An architect is someone who also designs the builing, artisticly and structural. That doesn’t mean that he gives the real hard stuff like hard core engeniring away to special offices, but in essence he is an engener with an artistic view not the other way around,

First I’ve heard about it was a couple of weeks ago from a friend end than it was mantioned in a Dutch Newspaper and this made head lines in Holland, I don’t think it is mantioned anywhere else, but you might enlighten me if in some countries it is mantioned in the media aswell, perhapse in Belgium, or even in America but I don’t think so.

American Servicemembers’ Protection Act of 2001 – Prohibits U.S. cooperation with the International Criminal Court (including specified restrictions on U.S. military participation in United Nations (UN) peacekeeping and peace enforcement operations, transfer of U.S. classified national security information, and the provision of U.S. military assistance, with specified exceptions, to the Court and its members).
Prescribes conditions for a presidential waiver of the prohibitions and requirements of this Act. Terminates such prohibitions and requirements upon the United States’ becoming a party to the Court.
Declares that the requirements of this Act shall not prohibit: (1) any action authorized by the President to bring about the release from captivity of any U.S. military personnel (covered U.S. persons) and certain other persons (covered allied persons) who are being detained or imprisoned against their will by or on behalf of the Court; (2) any other action taken by U.S. armed forces outside of the United States while engaged in military operations involving the threat or use of force to protect such personnel from harm or to ensure the success of such operations; or (3) communication by the United States to the Court of its policy with respect to a particular matter.

All you are saying with those numbers is, well exectly nothing. If you want some meaning full discussion about the finance of the UN you have to look at those numbers in relation to a. the number of people or the GNP. Because you can not expect a country like Holland to pay equal to that of the US.
Futhermore America did pay its deth after 9/11 because they needed the UN again for their “war” on terror. But they didn’t pay for all of it. They withheld a large amound because they were kicked out of the Human rights commision, and they were only prepared to pay that if their seat was restored. (blackmail springs into my mind). So I understand that you want to defend the US, which doesn’t in my eyes quilify as a bed guy btw, but do that with the right figures because if you don’t put that into context then the figures itself are meaningless. I can defend anything with figures but that doesn’t mean I’m right.
