The citizen in question has a duty and responsibility to use the second chance given to them by caring compassionate society wisely and responsibly. If they fail to grab this chance with both hands and use it wisely then tough on them.
While there’s no question of leaving someone to die in a situation such as an RTA, someone with a history of wasting organs and chances is a different matter and should not be given the opportunity to do so again. That, to me, is just throwing it back in the faces of both the donor (or donor’s family) and the medical team.
