Top of Fr12 is not correct and fwd & art datum longerons not correctly joined !! They can not be serious!

Yup looks like a joggle to me.All a joggle is a misplacement of planes on the flange.The spit intercostals are the same but a zed section.Solid is good,could you shell it out and just remove the face using a remove extrude feature?
Bit hard to see the cross section of the stringer in regard to the frame.If its a folded flange the flange would be joggled to maintain the contact area for the skin..With the difference in the dimensional spacings its not suprising as Avro probably didn,t the super accurate wizz bang drawing programs we have today so a 64th” out here or there usually has to be made up somewhere else.Its called “fudge factor” 🙂
