They should have, but they couldn’t do it now that they’ve built up all around. I doubt all those people would want aircraft flying over their house every five minutes. :p
Sure, A319 is a dog, but 737-700 did perfectly fine. Overall, I think there is a tendency to move towards the higher capacity end of the scale, but 737-700 shows this niche is/was valued: more than 1400 sales.
There have been more than 1,522 orders* for the A319(s), and 1,457 orders** for the 737-700(s) to date. Neither a bad aircraft (in terms of sales), and neither an inconsiderable market.
The lack of interest in the newer A319NEO/737-7MAX might be to do with the higher OEW and the one flight attendant per 50 passengers rule making the larger A320NEO/737-8MAX more desirable.

On the face of it, it sounds to be a good idea. It might attract United Airlines back, and perhaps even Emirates might be interested in serving the region.

The extra two A380 is a little progress for the A380, which incidentally has passed the 100 deliveries milestone today.
The 777-300ER was a surprise, I thought it was going to be the 747-8i. That is a bit of a blow to the 747-8i, which is going to be surpassed by the 777-9X.
It’s still a nice order for the A320 order-books. It doesn’t seem too long ago that a 100-aircraft order from one airline would be causing waves. That’s progress. 🙂
All nice, but that Legacy 600 is such horrible colours, reminds me of Rhubarb and Custards.
I think they should be looking to join an Alliance. I think SkyTeam would seem the most likely candidate. They days of big airlines operating alone are sadly going.
It looks pretty good, better than quite a few recent designs (Hop!, Finnair, GermanWings come to mind)
The article seems more about bashing Qantas, than that US-built aircraft are flying in Iran.
