I think it could be a spin-off from the automated modes in manœuvre (pilot assist or Sega mode* like I wrote once). Some of the moves that the plane does during airshow involve a lot of surface mouvements with some being completely counter-intuitive or impossible to ctrl manually. Especially in the yaw mode where differential Levcon and tailplane are massively used in contrary to the rudders. It is possible that some talk around this resulted in that interpretation. Well at least that is my own spin-off of the …

That has nothing to do with STX. If tomorrow you or me buy a US based firm and have ongoing contract for ToT with a tiers, we would still be obliged with what was negotiated at the time with the US gov.
This is not the 13th century, conquer and havoc. Italians are liable to their obligations and it should have required more than words to break such a contract.
But again, as emphasized, the decision is popular*. Still it will put a stain on future negotiation. EoA

What is 3F?

Oui, the idea that the Rafale could be procured by the GAF is weird to say the least. B/w the Typhoon and an upgraded Tornado (with the plethora of spares that will be quickly available as mentioned above), there are no rooms available anymore for a new 20th century airplane. Fact is that if the Tornado is to be updated, the avionic of the Rafale could be in line. From Spectra to the RBE2, there are plenty of systems that could be fielded have (for some) proved their cross-platform capabilities (F1, 2k, Rafale, and more). This has been done already with the F4F (the Phantom). It could be a way to remain independent from the Typhoon reliability problems that are plaguing GAF image at the time they are in need to build momentum for any future acquisitions. Such project could also field the way for the future of the Germano-French fighter project with teams (re)learning to work together. This does not come (efficiently) right from the onset.

Hence, the most logical platform that could be acquired in the next foreseeable future (b/w today and 2030) is the F35*. There is a need, the capabilities are real and aren’t contestable anymore, the political gain will offset the balance (prestigious buy at a time when the US administration is gregarious to display something highly symbolic for the made in America, help the German auto industry in their lamentable (and so inexplicable!) deboires regarding Nox/Cox émissions etc… etc…

*Notice that we have already drawn this possibility as far as a couple of years ago!
