They are rotorcraft. What matters is payload and payload at range. For troop insertion, ballistic protection is one of the main variable as excessive power (evasive maneuver and choice of trajectory) and rotor surface per number of troop.
Noise is also one of the main thing you want to monitor. I am not used with the Mil but the BlackHawk outperform the Puma’s (and the Dauphin) with a pitch noise only directly perpendicular to the trajectory (rear rotor I assume).
As written earlier there are no more efficient commonalities b/w civilian and Military design in rotorcraft (does not includes systems obviously).
The Mil and Pumas are comfortable (although impaired with high level of vibrations and (perhaps) higher acoustic noise in the main cabin increasing personnel fatigue and all around SA) but taller. There constitute juicy targets for opponents with minimalized system resiliency against ballistic fire.

C’mon, Hallo, you clearly understand what’s the meaning: the Fr senate cost correspond to a Rafale configuration that hasn’t scored any export sales and does not correspond anymore to any offers. It is then irrelevant as a comparative basis for export.
If you then say that the Fr taxpayer got a better deal than the US one, then this is different and there ae some basis for an argumentation ( I discussed it in length a decade ago on Kovi’s website ;). )

Don’t take those number by the words. There is a lot of smoke screen in that. Fr Industry can’t afford an open competition since it is considered (rightfully) strategic. Now, arguing that a Rafale cost what the Fr Senate says when public cost of export are showing up is like selling a Renault for a Mercedes*… The AdlA has been taking Dassault and its partners by the hand for years adapting to its only remaining industrial champions for the sake of Fr interests. The losses in capabilities and closed eyes on OP cost are slowly showing up.
*The Raf, has built originally for the FrAF didn’t meet any success internationally… Hence its price doesn’t matter.
There is also the available range that can be pull out of each platform. With the 15, you have more coherence with the 22 and 35. Less coherence impact your needs in supporting assets (more basing, more air-tanker etc…).
Also the Viper is LM plane when the 15 is from Boeing. This is more helpful to sustain the industry base and then help in driving overall cost of acquisitions down.
The lack of carrier onboard delivery plane (France used to get for free an USN C2) might drive any spare cost up (direct cost + higher volume of stocks). Factor in the single Carrier concept that does not fill any logics given the present posture and you have all for such a dramatic inflation (aside of Dassault higher spare cost to keep “nurturing” a network of said-so strategic contractors).
