It has a lot to do with being able to scale up Tejas assembly quickly. HAL now states that it wants to be an integrator, like Boeing and wants to out-source the bulk of the production to private sector companies in order to be able to ramp up to 20-25 Tejas fighters per year.

Frankly, it would have helped a lot if you had cited the very first lines of that report in understanding those awkward comments:
In an interview with ET, Raju reveals that the government has cleared the new Light Combat Helicopter for export and talks are on with at least two nations.
So, good luck HAL and India. But they should know that the Uber-rhetoric does not help much in military sales 😉
And by the way, how a mini-fighter with a powerful engines declined on a Ski-jump version, fielding an Aesa and an impressive array of weapons can be a failure? I am stunned by how weird are the analysis of some.
