What you write is highly controversial without much to fill it. Although I am sure Polish politics does not shine on every corner like plenty of Eu democracy, in that case, anyone paying a bit of attention to that deal should have noted that recentely the Polish mod reminded all that he did specify targeted financial objectives for the production line in Poland. Airbus choose to manufacture the old Puma there.
In light of the recent setback following the Norway crash, the MGB failure etc… it is obvious that Airbus could have difficulty arguing that it will fullfill the best RoI with a Puma derivative when all predict a shrinking market for that model that has already multiple production lines.
Instead of fingerpointing somewhere in the fog of local politics, the above is more a rational explanation*, isn’t it?

[defence minister Antoni Macierewicz] says the Airbus Helicopters proposal did not offer enough to Polish industry, particularly the development of its rotorcraft sector, with the parties several billion zlotys apart.
“Negotiations were not broken, but ended without a positive result,” says deputy prime minister and minister of development Mateusz Morawiecki.
“We conducted the negotiations in a very good faith, proposing offset solutions. Offset must be offset. I cannot disclose more details because of commercial confidentiality,” he says.
