it’s all about feeding the lift fan with enough air and so, it acts effectively as a giant airbrake, or more precisely as an air stream router. Given that the load on the actuating jacks are fairly easily known, I doubt there would be a problem with it* that could be related to the design. We are dealing here with relatively benign flight conditions (low alt / slow speed).
The F-111 had a giant airbrake too on its underbelly that was seldom proved to fail.

S-400 best radius of action is 400km, hence a single system covers Pi*r²=3.14*16.10^4=500 000Km², what represents 64% of all Turkey territory.
Add, mountainous ridges, range into enemy territory and you’ll probably have 30/40% of Turkey covered by a single S-400 system.
