Its only 20 plus years ago that the Vulcan was in service, not sixty!
I don’t believe any of the current problems stem from the lack of engineering familiarity on the type, the problems stem from the way the project has been managed. The team of engineers at Brungtingthorpe could I’m sure return XH558 to the skies, they may not have all the calcs they need but they certainly have the ability.
Will the Heritage Lottery Fund want to be associated with another costly failure, they should step in and atleast keep the project ticking over whilst investigating why the VOC has paid Marshall Aerospace an additional £695K to date despite having a fixed project price.
In the short term, the VOC should be pushing the media for national exposure, even if they have to pay for some column space or airtime. It may also be time for the VOC to get the gloves off, after all Marshall Aerospace in essence had a fixed price for the job of returning XH558 to the skies, and I’m sure MA would not want any adverse publicity at a time when they are looking to relocate from cambridge Airport.

What I can’t understand is the massive additional £ 695K that Marshall Aerospace required, where did all this extra money go to, I’m pretty sure it didn’t go on their engineers salaries!
The other point I would like to pick up on would be wether the overhaul by Marshall Aerospace was agreed at a fixed price or not, there should be no grey areas, the statement
‘because we set expectations with MA from day one that the project was in essence a fixed price one’.
This word essence, I would like to see how this was worded in the contract.
I currently run a small business and have learn’t from bitter experience to allow for the unforseen when we provide a quotations for jobs, This is common sense and I’m sure Marshall Aerospace would have done so within their original costings, its not as if the Vulcan is new type or some technological break through, its a known quantity that is relatively low tech.
Lastly, why were the additional costs paid so readily to MA, as a contractor I’m always paid after the completion of agreed stages, within additional items tagged on at completition, it appears to me that Marshall Aerospace are always one step ahead of the VOC.
The carrot and stick philosophy seems to have been reversed in this instance.
