These are the following operational hours of London City Airport.
Monday – Friday = 06:30 – 22:00
Saturday = 06:30 – 12:30
Sunday = 12:30 – 22:00
So there you have it – LCY is only closed for 24 hours between Saturday 12:30 – Sunday 12:30. So that CityJet flight will operate. I myself have also flown with Aer Lingus on a flight to Dublin on a Saturday morning a few years ago.
The number of movements are limited to 73,000 Air Transport Movements (ATMS) per calender year.
LCY must also only be used by aircraft producing up to a maximum of 94.5 PNdB, which represents the upper noise limit for aircraft using the airport.
Hope this answers all questions

The reason Ryanair do not serve Alicante, Nice or Marseilles is due to high landing charges. These airports can also be congested and Ryanair fly to smaller airports nearby. Ryanair cut costs on everything including landing charges and turnaround times. It would be impossible for Ryanair to have 20 minute turnaround times at these busy airports. It uses the following alternative airports though
Alicante = Murcia
Marseilles = Montpellier
Nice = Nimes

I heard rumors of Ryanair wanting to fly to Debrecen, Hungary and Vilnius, Lithuania but that was a month or so ago – maybe a possibility for the future?

Of course Monarch Scheduled!!! (Sorry Duesseldwarf) Another low-cost carrier.
I wouldnt class this is as low cost but when I was on http://www.air2000.com, I saw an advert for the “frequent service schedule”. After checking this out I found that Air 2000 operate services from Manchester to Alicante, Faro and Malaga with seats from £29 one way! MAN- ALC is served 9 times a week, MAN-FAO 4 times a week and AGP 9 times a week.
I’m not sure if full meals etc are served but it seems a good idea – yet more competition for the locos!! I know Air 2000 is a charter airline but maybe they have noticed what low fares and high frequencies can do for them?

Malmo Aviation used to fly direct to Malmo from London City but withdrew the service due to heavy competition and lost more passengers to Ryanair when they first introduced the Malmo route from Stansted. Orignally Ryanair flew to Kristianstad in Sweden which is near Malmo but decided to change to Malmo Sturup instead.
Rumors of Malmo Aviation starting a London City to Stockholm Bromma service? Can anyone confirm this?
