Seems to suggest a higher empty weight than expected but 14,000lb did seem a little silly. Maybe they meant ~14,000kg.

They probably need stealthy airframes to test radars/countermeasure systems on.

It looks like more a buddy UCAV test. There are no reason otherwise to fly that close in a stealth aircraft.
Perhaps a test for the Raider or future 6th Gen optionally manned aircraft?
According to Mitchell, the winglets developed by Tamarack Aerospace Group differ from those developed elsewhere to reduce wing loading also, and thereby increase the wing’s service life. “We have patented a load alleviation device that ‘aerodynamically turns off the winglets’ during those rare moments when ‘g’ forces are high. The system is constantly monitoring and predicting gusts and/or manoeuvres, and ‘positions’ the Tamarack Active Camber Surface (TACS) as necessary to eliminate the additional loads that a static winglet would normally affect.

The active surfaces on the wing extensions that look like little ailerons are called TACS. The TACS move up and down to alleviate certain loads on the wing that otherwise would be addressed by adding extra structure (weight) to the wing. Let’s say that e/A=r then e/(A/10)=10*(e/A)=10r
Relatively,the precision affects 10 times more a measured distance at 1/10th the range.
@ Garry, regarding your first question on your last post:
The precision is independent of the distance. Hence when evaluating a closer signal return, the inaccuracy will be relatively higher in percentage than for a farther one (sin, cos and tan are evaluated distance).
