The ultimate goal of blinding an IRST is valid in A2A but a laser will probably blind its pilot aswell. That is problematic according to the Geneva convention.
The time to blind is also longer than try to blind the sensor of a subsequently launched missile. It will require a lot of power as it was alrdy stated above.
There is however techniques that deal with fooling that kind of sensor. One that seems to be for a near future is the direct modification of the visual spectrum around an aircraft that render it virtually invisible. The other could be the jamming of the visual signal itself adding random noise to the background. But again, the amount of power needed will be large.

Note that comparing Surface to Air and A2A proved inadequate. Your S400 having lower performance that an IRBIS or a ZASLON.

AIM-9X Block III is largely driven by the need to have six BVR shots (4 x internal AIM-120, 2 x external AIM-9X-III) on the F-35C, so that it can actually make some kind of a fist of the “fighter” part of the strike-fighter mission. It’s not SH-related specifically.
You can wrap dozen of advanced AAM around a telephone pole and still not call it a “Fighter”.

Agreed, agreed. This is a good argument for the A330 MRTT, as it can move a lot of cargo as well as being a tanker, even in the standard passenger configuration with only underfloor cargo (it could be built in a freighter configuration if desired). Also, any widely-used airliner, whether Airbus or Boeing, comes with easy & pretty secure logistics, as it can piggy-back on civilian supply networks.
But I think there is a question as to whether India has enough tactical aircraft capable of carrying large items such as vehicles, which won’t fit into an airliner freighter.
It will more depend on their strategy. A foreign buy for a freighter is an unmatched opportunity to get some political alliance.
There is teh possibility that they buy more C17 and complement with civilian freighters. That seems to be the best attitide cost-wise. If those 777 are available, it’s direct cost cut-down at the benefit of local resources.
They can also go for Chinese while still teasing the Russians for their IL76. But I have in mind that the IL76 is more restricted in Volumume.

It makes sense to support Iran in its fight against ISIS. It make even sense to help the IrAF to sustain the tempo of operation.
However, the F1 is still a potent threat when it come to sink ships. It would be of a weird strategic vision to let them getting more of those assets for now.
There might be some other options like helping them to refill their stock of parts for their fleet or even helping them to sustain their fleet of F4/F14
Incoming humanitarian aircraft includes helicopters landing to unload supplies or to evacuate people. You need to know if your landing site is secure.

As of today, there is no ISIS Air Force.
I am sure that the RAF apply stringent policy with the sighting accuracy of their recruited pilots, but isn’t it straightforward to envisioned the use of the “Targeting” pods for the “Surveillance” mission?

I am curious to know why the Tornado fleet was sent without RAPTOR and just a targeting/imaging pod……
I have the idea that because the Tornado is a two seater can loiter relatively low and fast and have an excellent imaging/targeting pod, reliable and of renown for its top accuracy, it can make a difference in the number of casualties among civilians (targeting mistake, human shield and what ever will come out of the sick mind of ISIS fighters). definitively the GIB is also of importance here.
The recent Gaza (still ongoing as it seems) campaign might have shown that imaging resolution is now a key word in that kind of crisis for politicians.
