An Laser can detect an aircraft??? why not?, but you have limitations, the laser only work as unidimentional detection, also you have some problems of the range, the high frecuency eletromagnetics wave (including coherent monopulse) are absorbed easely by the atmosphere, an more interesting idea could be an MASER or an RASER, about this last its posible using this concept with low frecuecy radar to make an LF doppler detection sistem??????
